Atlas Analysis

Federal public-health funds passed through DC Health to local applicant organizations. Up to two awards from a combined $350,000 pool; applicant annual award range $175,000-$350,000. No matching requirement; non-supplantation applies. Transitional housing and PrEP prevention services integrate with case management and housing transition planning; first grant budget January-May 2027.

The District of Columbia Department of Health (DC Health), through its HIV/AIDS, Hepatitis, STD and Tuberculosis Administration, is accepting competitive applications for the PrEP and Housing Program, funding opportunity HAHSTA-PHP-10.2.26. The program combines transitional housing, HIV pre-exposure prophylaxis (PrEP) prevention support, healthcare navigation, case management and housing-stability assistance. Up to two organizational grants are anticipated from a combined $350,000 program pool. The RFA lists an annual individual award floor of $175,000 and ceiling of $350,000; the pool is not $350,000 for each of two grantees.

Direct applicants must be nonprofit housing organizations with an established location and service presence in the District of Columbia, able to document experience serving the program population. The program is intended for DC residents meeting the RFA participant eligibility criteria: cisgender men of color ages 25 to 35 who have sex with men, are at risk of HIV acquisition and face housing instability. These individuals are program beneficiaries, not direct grant applicants. Applicants must show an established housing and service-delivery model, not merely propose an entirely untested new model.

The funded model offers up to 18 months of transitional housing integrated with PrEP access and adherence support, care navigation, connections to clinical services and supportive services, life skills, employment supports and individualized transition-to-housing plans. The RFA directs applicants to maintain capacity for up to eight housed participants at a time. Required budgets must relate to reasonable and allocable personnel, contractual, travel, supplies, equipment, communications and other project costs, with documentation. Matching funds are NOT required. Funds may supplement but must not supplant other program funding. Indirect costs and insurance are subject to the applicable grant rules.

The first budget period is anticipated to run January 1 through May 31, 2027, with possible subsequent annual periods depending on continued funding and performance. Applications are due Wednesday, November 4, 2026 at 3:00 p.m. The RFA does not expressly identify a time zone. Submission is through the DC Health Enterprise Grants Management System (EGMS); applicants need approved organizational access, SAM registration and UEI. The RFA lists November 4 as the final registration date for new EGMS applicants but warns that deadline-day accounts will not be approved in time. Existing registrants should confirm the active primary user can submit.

Application requirements include a Clean Hands certificate, licenses, insurance including cyber liability, tax-exemption and most recent Form 990, signed board roster, required certifications, abstract, project narrative, work plan, detailed budget and justification, organization chart and risk assessment.
