Opportunity Overview
The Rhode Island Executive Office of Health and Human Services (EOHHS), in partnership with the Centers for Medicare & Medicaid Services (CMS), is accepting applications for 2026 Civil Monetary Penalty (CMP) reinvestment grants. CMP funds come from federal penalties collected from nursing facilities that fail to meet federal health and safety requirements and are reinvested in projects that improve the quality of care or quality of life of nursing-home residents.
Funding and Deadline
EOHHS states that $600,000 in total CMP funding is currently available statewide. This is the pool available across projects, not a per-facility award ceiling. Current CMS guidance establishes a $6,000 per-nursing-home annual funding limit. The older September 2025 CMS application template still linked by EOHHS states $5,000 per participating facility per year, creating a source discrepancy; applicants seeking more than $5,000 for a participating facility should confirm the currently accepted Rhode Island limit with EOHHS before submission. Statewide-conference requests are generally limited to $300 per participating nursing home. Applications are due September 30, 2026 at 5:00 PM; the public EOHHS page does not state a timezone. Applications must be submitted to OHHS.CMP@ohhs.ri.gov using the required EOHHS/CMS materials.
Who Can Apply
Eligible applicants may include certified nursing facilities, nonprofit organizations, consumer advocacy organizations, resident or family councils, professional or state nursing-home associations, academic institutions, state agencies, and other qualified entities. Projects are not limited to Rhode Island-based organizations, but every funded project must directly benefit Rhode Island nursing-home residents. Non-nursing-home applicants must provide commitment/support letters from each participating nursing home unless CMS grants a rare exception.
Allowable Uses
EOHHS identifies eligible purposes including direct improvements to quality of care, person-centered culture change, resident and family engagement, resident protection during facility closure or downsizing, quality-assurance and performance-improvement technical assistance, joint staff/surveyor training, and temporary management or receivership capability.
Federal rules prohibit capital improvements, projects longer than three years, routine nursing-home services or supplies that the facility is already responsible for, required staff training, required medical equipment, telemedicine services, incentives, duplicative federal or state funding, and projects that do not directly improve resident quality of care or quality of life. CMS must approve projects before EOHHS can make an award.
Technology Relevance
The current CMS application expressly excludes funding for high-dollar, complex or highly sophisticated technologies and specifically identifies telemedicine among technologies CMS will no longer approve through CMP reinvestment projects. Rhode Island’s historical communicative-technology awards therefore must not be treated as precedent for funding the Nonagon N9+ remote physical examination platform under the current opportunity.
