Opportunity Overview
The California Department of Education (CDE) reports a new FY 2026–27 Student Support and Professional Development Discretionary Block Grant (SSPDBG) appropriation of $5 billion in one-time funding for California local educational agencies.
Funding and Allocation
CDE states that FY 2026–27 funding is calculated at an equal per-pupil rate using FY 2025–26 average daily attendance for transitional kindergarten through grade 12 as of the Second Principal Apportionment. CDE’s August 2026 program update estimated the rate at approximately $930 per ADA. The first apportionment, representing 75 percent of each LEA’s allocation, is expected in October 2026, with the remaining 25 percent expected in February 2027.
Eligible Recipients
The funding is directed to California local educational agencies under the statutory allocation formula. The program is structured as formula allocation and apportionment funding rather than a competitive statewide grant solicitation. CDE’s current update does not identify a separate competitive application deadline for the FY 2026–27 appropriation.
Allowable Uses and Requirements
CDE identifies discretionary uses including professional development aligned to the English Language Arts and English Language Development Framework, Literacy Roadmap, and Mathematics Framework; developmentally appropriate instruction; teacher recruitment and retention; career pathways and dual enrollment; community-school and Promising Neighborhood partnerships; deferred maintenance; and addressing rising costs.
FY 2026–27 funds are available for expenditure through June 30, 2032. LEAs must report final expenditures to CDE by September 30, 2032. An LEA with existing declining enrollment during the next five years must also hold the statutorily required public hearing regarding the impacts of declining enrollment, including potential school-site closures and consolidations. Employees may not be charged a fee for professional services, including beginning-teacher induction or professional-development costs, during the grant period.
