The California Department of Education (CDE) confirms that Section 37 of Assembly Bill 126 restored $757.3 million in one-time Learning Recovery Emergency Block Grant (LREBG) funding for eligible local educational agencies operating in FY 2026–27.
Funding and Allocation
The FY 2026–27 funding is formula-based rather than competitively awarded. CDE states that funding is calculated using each eligible LEA’s 2021–22 P-2 average daily attendance for grades K–12 multiplied by its 2021–22 unduplicated pupil percentage. CDE estimates the FY 2026–27 rate at approximately $228 per allocation unit. Allocations and the final per-unit rate are expected in late September 2026, with a 100 percent apportionment expected in late October 2026.
Eligibility
Eligible recipients are qualifying California county offices of education, school districts, and charter schools with the historical data required by the statutory allocation formula. CDE specifically states that charter schools established after FY 2021–22 will not receive an FY 2026–27 apportionment because they lack the required 2021–22 data.
Program Requirements
Funds support learning-recovery initiatives through the 2027–28 school year. LEAs receiving FY 2026–27 funds must develop the required needs assessment regarding use and expenditure of funds and must address the funding in the Local Control and Accountability Plan or annual update. Funds are available for expenditure through June 30, 2028.
Allowable Uses
CDE identifies allowable uses including increased instructional time, tutoring and small-group supports, early intervention and literacy programs, expanded learning, community-school services, professional development, health, counseling and mental-health services, trauma and social-emotional supports, services for credit-deficient pupils, and pupil learning assessments. Applicant-specific spending must remain within Education Code Section 32526 and local procurement requirements.
