The Trustees generally prefer not to fund organizations financially supported through United Way campaigns, government grants or subsidies, or nationally sponsored fundraisers. The Foundation does not make grants for endowments or development campaigns, research fellowships, conferences or publications, and its FAQ states that operating expenses are not funded. Educational grants historically have been concentrated at Victoria College, Wharton County Junior College and the University of Houston Victoria.

In-person presentations to the Board are not permitted.
