Open enrollment is active. The Texas Health and Human Services Commission (HHSC) Comprehensive Rehabilitation Services (CRS) program is accepting applications under HHS0017426 for Post-Acute Rehabilitation Services (PARS) serving people with traumatic brain injury (TBI), traumatic spinal cord injury (TSCI), or both.
Services covered: residential rehabilitation, non-residential rehabilitation, outpatient therapy and authorized ancillary goods and services. HHSC requires services to be based on an interdisciplinary assessment and Individualized Program Plan (IPP), with specific services pre-authorized before delivery.
Eligible provider settings: qualifying Texas assisted living facilities, nursing facilities, general hospitals, specialty hospitals, chemical-dependency treatment facilities, Home and Community Support Services Agencies (HCSSAs), and qualifying non-residential post-acute facilities. Required facility and professional licenses/certifications must remain current, and applicable accreditation requirements also apply.
Payment structure: this is a provider-contract and reimbursement pathway, not a conventional grant. PARS uses per-diem and fee-for-service reimbursement. HHSC makes no guarantee of referral volume, utilization or compensation, and CRS is the payor of last resort when comparable benefits are available.
Deadline control: HHSC’s current public Open Enrollment page lists August 31, 2031 at 5:00 PM CDT as the submission deadline. The original May 2026 HHS0017426 PDF still shows December 31, 2030 at 5:00 PM CST. Because the Open Enrollment documents direct applicants to monitor the live HHSC opportunity page for revisions and addenda, Atlas uses the current live-page deadline while preserving this discrepancy note and requiring applicants to recheck the official page immediately before submission.
Technology and equipment note: the OE defines assistive technology broadly as equipment or product systems used to increase, maintain or improve functional capabilities. It also allows pre-authorized ancillary goods and services to be reimbursed fee-for-service. That does not make general telehealth hardware automatically reimbursable. Any N9+ use would need to be tied to an eligible participant’s authorized rehabilitation plan and accepted by HHSC under applicable ancillary-service and rate rules.
Atlas Opportunity Score: 92/100. This is a durable statewide rehabilitation contracting lane with clear eligibility for hospitals, nursing and long-term-care settings, HCSSAs and other post-acute providers.
N9+ Direct Vendor Fit: 50/100. The opportunity is not a direct equipment grant, but the ancillary-goods structure creates a possible downstream technology pathway when an enrolled provider can document a participant-specific, pre-authorized rehabilitation need and HHSC accepts the item/service and reimbursement treatment.
