The South Dakota Department of Health Tobacco Control Program is accepting proposals for the Youth Tobacco Prevention Mini Funding opportunity. Applications are due October 7, 2026 by 5:00 PM CT. Applicants may request from $500 up to $5,000, and the number of awards depends on available funding and the number and scope of applications.

Eligible applicants include public, private, and tribal schools, school-affiliated programs, after-school programs, and nonprofit community-based organizations and groups. Applicants may not accept funding from tobacco companies or affiliated groups and may not have conflicts of interest involving the promotion or distribution of tobacco products or materials.

Funding supports three categories: curriculum implementation, educational activities, and cultural education opportunities. The RFA gives examples including approved tobacco-prevention curricula and lesson supplies, youth tobacco-prevention toolkit activities, education around national tobacco-control days, and traditional-tobacco cultural education. Applicants may combine categories as long as the total request does not exceed $5,000.

Award funding is reimbursement-based through a South Dakota Department of Health contract. Reimbursement cannot occur until a contract is in place, activities implemented before funding availability are not reimbursable, and contracts are processed through the State’s Cobblestone system.

Important cost restrictions: funds may not be used for research, lobbying, food or beverages, client/patient/provider incentives, gift cards, subscriptions, event booths or health fairs, supplanting existing program dollars, or equipment and permanent equipment such as vape detectors, laptops, printers, televisions, or furniture. Incentive items are capped at 25% of the total budget and must carry a tobacco-prevention message. Trainings or speakers require SD-TCP approval, and funded educational resources require prior approval.

A complete application requires the application and budget, a W-9, proof of insurance, and, for a school applicant, a support letter or acknowledgement from a school administrator. The project period is October 19, 2026 through April 30, 2027. Awardees have monthly email check-ins and must submit the final invoice and an end-of-year success story or exit interview by April 30, 2027. Program contact is Hilary Larsen, Tobacco Program Coordinator, at Hilary.Larsen@state.sd.us or 605-367-7130.

Atlas assessment: Atlas Opportunity Score 42/100. N9+ Fit Score 0/100. QC Healthcare Fit 0/100. The controlling RFA expressly excludes equipment and permanent equipment, and the funded purpose is tobacco-prevention education rather than remote physical examination, telehealth-enabled clinical encounters, or clinician services. N9+ and QC Healthcare should not be positioned for this opportunity.
