Opportunity Overview
Direct Pennsylvania school-health reimbursement pathway. The Pennsylvania Department of Health’s School Health Annual Reimbursement Request System (SHARRS) is the annual mechanism public school entities use to document school health services and request Commonwealth reimbursement. The current SHARRS window opened May 15, 2026 and closes September 30, 2026. Pennsylvania DOH states that the Superintendent/CEO must submit the report and that schools that fail to submit by September 30 may forfeit reimbursement.
Healthcare-Scope Gate
PASS — direct, documented school-health and reimbursement nexus. This record is not being published because the applicant is a school. The funded/reimbursed activity itself is school health. SHARRS documents and reimburses health services required under Pennsylvania school-health law and captures school nursing, medical and dental health-service activity. The Department’s current guidance also instructs a certified school nurse to review the report for healthcare-data accuracy.
Who Must Submit
Pennsylvania public school entities use SHARRS to submit the annual Request for Reimbursement and Report of School Health Services. Current Department guidance and the SHARRS manual identify school districts, charter schools, cyber charter schools and comprehensive career and technology centers as covered public school entities. School districts may also report health services provided to private and non-public schools they serve.
Current Deadline and Submission Rules
- SHARRS opens: May 15 each year.
- SHARRS closes: September 30 each year; the current actionable deadline is September 30, 2026.
- Authorized submitter: Superintendent/CEO.
- Dental Hygiene Authorization Plan: Separate annual plan window is April 1-April 30 and is already closed for this cycle.
Schools that operate a Dental Hygiene Services Program but missed the April authorization requirements may revert to a Mandated Dental Program for the year under current DOH guidance.
What the Reimbursement Report Covers
SHARRS is used to document the provision of mandated school health services and support reimbursement. The Department’s instruction manual explains that the report captures school health program expenditures, student health status, dental and medical health-service utilization, and selected nursing activity. Reimbursement is based on allowable health-service costs and statutory reimbursement rules rather than a competitive grant award ceiling.
Atlas Analysis
Atlas Opportunity Score: 95/100. SHARRS is a high-value recurring Pennsylvania school-health financing pathway because missing the statutory reporting deadline can jeopardize reimbursement for services already delivered.
N9+ Direct Vendor Fit: 0/100. SHARRS is a reimbursement/reporting mechanism for school health services, not a device acquisition solicitation. Atlas should not treat the existence of a reimbursement account as authority to purchase or claim connected-exam equipment.
QC Healthcare Fit: 20/100 conditional. The program is directly health-related, but reimbursement depends on the school entity’s own statutory, service, staffing, documentation and expenditure rules. Any outside clinical-service role would require separate authority and should not be inferred from SHARRS.
Immediate Readiness
School administrators should confirm SHARRS user access, have the certified school nurse review the report for healthcare-data accuracy, reconcile health-service expenditures and utilization data, verify required staff/license information, and obtain Superintendent/CEO submission before September 30. Entities with school dental programs should also verify that the applicable Mandated Dental Program or Dental Hygiene Services Program status is correctly reflected for the current year.
