Opportunity Summary
North Dakota Health and Human Services has opened the 2026–2027 Behavioral Health School Grant application period for eligible school districts and Special Education Units. Applications are due no later than March 31, 2027. The current public page does not publish an exact clock time or time zone.
Eligibility and Funding
Eligible applicants are North Dakota school districts and Special Education Units that billed Medicaid for School Based services during the previous school year. HHS publishes a unit specific eligibility amount based on the prior school year Medicaid Match received by the Department of Public Instruction. The current 2026–2027 eligibility table totals $5,035,214.24 across listed eligible units. This is not a single competitive per applicant ceiling.
Allowable Uses
Published examples include clinical behavioral health services for students without insurance, services and supports that fill coverage gaps, transportation needed to access services, prevention and early intervention activities approved by the Behavioral Health Division, and early intervention screenings and assessments when not reimbursable through other means. Funds may not pay for services reimbursable by another payer or experimental or non evidence based services.
Application and Required Forms
Applicants complete one application describing collaboration around student behavioral health needs and the planned interventions, then email the completed application to Kayla Stastny at kastastny@nd.gov. HHS reviews collaboration, allowability, and the itemized budget before issuing an approval or denial and, if approved, a contract. Quarterly reimbursement requires SFN 1763 Request for Reimbursement, the Quarterly Progress Report, and a General Ledger. Attachment A is required when eligible schools pool funds. Current application, reporting, reimbursement, and reallocation forms are provided through the program Forms tab or by the program contact.
Current Applicant Status
As of the HHS public Current Efforts list dated August 6, 2026, applicants already listed include Bismarck, Central Regional Education Association Special Education Unit, Dickinson, Fargo, Grand Forks, Lake Region Special Education Unit, Minot, Peace Garden Special Education Unit, Sheyenne Valley Special Education Unit, Souris Valley Special Education Unit, South Central Prairie Special Education Unit, Upper Valley Special Education Unit, Valley Edinburg Special Education Unit, Wahpeton, and West Fargo. Any applicant status must be rechecked before outreach or package production because HHS may receive additional applications after that published list date.
Healthcare and N9+ Fit
Atlas Opportunity Score: 89/100. N9+ Fit Score: 45/100 conditional. This is a meaningful school behavioral health funding pathway, but the current public guidance does not expressly establish telehealth hardware, Nonagon N9+ device and platform costs, general clinical equipment, or platform licensing as allowable. Any technology role requires written program specific confirmation and a defensible connection to an otherwise allowable student behavioral health service or non reimbursable screening or assessment.
Direct Vendor Review
Dr. Miltie and QC Healthcare are not being advanced as direct applicants. The appropriate structure, if HHS confirms technology cost allowability, is an eligible school district or Special Education Unit as grantee with any vendor role selected and controlled by that applicant.
Deadline and Outreach Gate
The published deadline is March 31, 2027, but HHS does not publish an exact cutoff time or time zone on the current program page. Atlas publication remains active, but cold applicant outreach is not authorized until the exact deadline can be verified under current outreach governance.
