The Mississippi Division of Medicaid External Quality Review Organization (EQRO) procurement, RFP #20260731 / RFx #3160008164, reached its published proposal deadline of September 18, 2026 at 2:00 PM Central Time. Atlas therefore treats the procurement as Closed to new responses unless DOM formally extends, reopens, or replaces it. The Mississippi DFA record may continue to display Open until the state portal completes its status update. The RFP had also required each offeror to submit a signed SharePoint Access Request by September 9, 2026 at 2:00 PM CT, and proposals were not permitted from vendors that missed that access-request deadline.
The procurement is for an External Quality Review Organization supporting Mississippi Medicaid managed-care quality oversight. The state procurement record classifies it under non-IT personnel/professional services. The controlling solicitation package, Business Associate Agreement, and all five amendments must be reviewed before response. Minimum eligibility includes at least three years of relevant EQR or substantially similar Medicaid/CHIP managed-care quality-oversight experience within the last five years, compliance with the federal EQRO independence requirements in 42 CFR Part 438, Subpart E, and capacity to perform the full scope. The RFP also requires electronic submission through DOM’s secure SharePoint site and rejects proposals from vendors that did not timely submit the required access-request form.
Atlas Opportunity Score: 42/100. N9+ Direct Vendor Fit: 0/100. QC Healthcare Fit: 0/100. Dr. Miltie direct-bid readiness: 0/100 on currently verified facts. This is a specialized Medicaid external-quality-review services procurement rather than a connected physical-exam, telehealth, remote-monitoring, or clinical-coverage opportunity. Available Dr. Miltie records do not establish the solicitation’s mandatory recent Medicaid/CHIP EQR experience, and the September 9 SharePoint access-request deadline has already passed. Atlas therefore does not recommend N9+/QC outreach or a Dr. Miltie prime bid.
September 3 Amendments 2–5
The Mississippi Division of Medicaid has issued Amendments 2, 3, 4, and 5, all dated September 3, 2026. Amendment 2 answers vendor questions and makes clear that the awarded EQRO, not the incumbent, must complete the 2026 work required for the April 2027 CMS technical-report deadline, with first-year schedules to be mutually adjusted as needed. DOM expects most review activity to be virtual, with only limited in-person visits during the contract period. It also confirms that the offeror must be an NCQA-licensed organization or subcontract with an NCQA-licensed organization to conduct HEDIS audits.
Amendment 3 removes facsimile transmission from the contract notice provision and clarifies written-notice methods and addresses. Amendment 4 identifies additional required deliverables throughout the Scope of Services, including quality-of-care survey reporting, provider-data validation, Quality Rating System work products, readiness-review tools and reports, recurring tracking reports, and turnover materials. Amendment 5 corrects the Cost Proposal Worksheet and adds Readiness Reviews as an as-needed deliverable, with the worksheet showing an estimated maximum of three readiness-review reports per contract year. Offerors must ensure their proposals use the corrected worksheet and incorporate all amendments.
