Opportunity Overview
The Dorchester County Health Department is accepting FY27 Dorchester PREP applications from youth-serving organizations to implement the evidence-based Making Proud Choices! teen pregnancy and sexually transmitted infection prevention curriculum for middle- and high-school-age youth. The program is funded through the National Personal Responsibility Education Program and the Maryland Department of Health.
Funding and Deadline
Maximum award: $3,000 per community contract. Estimated cost per participant is $200-$300, not to exceed a $3,000 total request.
Application deadline: September 11, 2026 at 5:00 PM. The controlling DCHD page and application package do not publish a time zone, so Atlas does not invent one.
Program completion: April 30, 2027.
Match/cost share: No mandatory match or cost-share requirement is stated in the controlling DCHD application package.
Eligibility and Program Requirements
Applicants must be youth-serving organizations able to serve at least 10 youth ages 10-19 and obtain written parental permission for all youth participants by the application deadline. If applicable, the organization must be in good standing to do business in Maryland. Funded organizations must provide space and trained personnel, attend all required virtual facilitator-training sessions, deliver the curriculum with fidelity from November 2026 through April 2027, permit DCHD site visits, administer entry and exit surveys, report narratives and attendance, serve parents/caregivers, and retain itemized receipts and proof of expenses.
Allowable and Ineligible Costs
Allowable examples include additional program materials, supplies, staff coverage, facility expenses, refreshments, and participant incentives or stipends when used to fulfill PREP requirements. A detailed budget is required. Equipment purchases are not allowed.
Forms and Submission
DCHD provides an Application with Instructions PDF and a Parent Consent Form Template. Applicants may submit by email to Asiha Blake at asiha.blake@maryland.gov using the subject line RFA Submission – Teen Health Grant, or complete the online application and upload the signed parental consents and detailed budget. Questions and technical assistance: Asiha Blake, 410-901-8158.
Atlas Fit Analysis
Atlas Opportunity Score: 70/100. This is a tightly targeted Maryland school-age health-education opportunity with clear eligibility, a simple application package, and direct teen-health outcomes. The score is tempered by the $3,000 ceiling and same-day deadline.
N9+ Fit Score: 0/100. The grant is for delivery of a prescribed prevention curriculum and expressly disallows equipment purchases. Nonagon N9+ should not be positioned into this opportunity.
QC Healthcare / Dr. Miltie Fit: 0/100 direct. Dr. Miltie, LLC is not documented as the required youth-serving program operator with participant consents and trained facilitators. Direct application is therefore NOT TRUE / No Bid.
Atlas Action
The 48-hour new-outreach cutoff passed on September 9, 2026 at 5:00 PM under the published deadline clock. No new applicant outreach is permitted. Atlas is publishing this verified open opportunity for transparency and same-day discovery only; it will not fabricate participant consents, staffing, training commitments, or other applicant-controlled documentation.
