Opportunity Overview
The Indiana Criminal Justice Institute (ICJI) is accepting applications for the FFY 2027 Law Enforcement Phlebotomy Program (LEPP). The program supports statewide development, delivery, and oversight of training for certified law-enforcement phlebotomists so blood collection in impaired-driving investigations follows uniform, medically sound and legally defensible standards.
Funding
ICJI anticipates making one subaward of up to $200,000. The award period is November 1, 2026 through September 30, 2027.
Who Is Eligible
Eligible applicants include state agencies, local units of government, universities, colleges, coalitions, and nonprofit organizations. Applicants must satisfy ICJI prequalification requirements, including a Unique Entity ID, active SAM registration, good-standing review with Indiana DOR, DWD and the Secretary of State, and E-Verify enrollment.
Program Requirements
Applicants must present a comprehensive plan for developing, designing and delivering LEPP instruction in accordance with the IDOH Evidentiary Phlebotomy Protocols and ICJI Phlebotomy Program Policy. The proposal must address curriculum methodology, learning objectives, hands-on and scenario-based instruction, competency evaluation, continuous improvement, activity/outcome tracking and a supported project budget. Law-enforcement phlebotomists operate under physician-signed protocols authorized under Indiana law.
Match and Allowable Costs
Except for a State or Tribe, the applicant must provide a non-federal contribution equal to at least 20% of total project cost, structured as at least $1 of non-federal contribution for every $5 of federal funds. Personnel, employee benefits, supplies and travel necessary to perform the scope are allowable subject to the RFF. Contracted and consulting work must follow procurement rules and written-contract requirements; consultant costs above $81.25 per hour or $650 per day are not allowable.
Deadline and Submission
Completed applications and required documentation must be submitted through IntelliGrants no later than October 14, 2026 at 12:00 p.m. (noon) EDT. ICJI states that applications received after that time will not be considered and is not responsible for technical problems arising within 48 hours of the deadline.

Atlas should not pursue this as a direct Dr. Miltie applicant opportunity without Marc approval because non-State/non-Tribal applicants face a mandatory 20% non-federal match. Any partner or contractor path must arise from an eligible applicant and comply with ICJI procurement and consultant rules.
