Opportunity Overview
The Indiana Criminal Justice Institute (ICJI) is accepting applications for the FFY 2027 Law Enforcement Phlebotomy Program (LEPP). The program supports statewide development, delivery, and oversight of training for certified law enforcement phlebotomists so impaired-driving blood draws follow consistent, medically sound, legally defensible standards.
ICJI anticipates making one subaward of up to $200,000 for the November 1, 2026 through September 30, 2027 award period.
Deadline and Submission
Completed applications and all required documentation must be submitted through IntelliGrants no later than October 14, 2026 at 12:00 p.m. EDT. ICJI states that late applications will not be considered and warns applicants not to rely on last-minute technical assistance within 48 hours of the deadline.
Eligible Applicants
Eligible applicants include Indiana state agencies, local units of government, universities and colleges, coalitions, nonprofit organizations, and qualifying tribes performing law-enforcement functions. Applicants must satisfy ICJI threshold requirements including an active UEI, SAM registration, good standing reviews, and E-Verify enrollment.
Program Requirements
Applicants must provide a comprehensive plan for developing, designing, and delivering LEPP instruction consistent with the current IDOH Evidentiary Phlebotomy Protocols and ICJI Phlebotomy Program Policy. Proposals must address curriculum methodology, learning objectives, hands-on and scenario-based instruction, competency evaluation, continuous improvement, activity and outcome tracking, and a supported project budget.
Match and Allowable Costs
Except for a State or Tribe, applicants must provide non-federal contributions equal to at least 20% of total project cost, described by ICJI as an 80/20 federal-recipient share. Allowable costs include justified personnel, benefits, supplies, travel, contractors and consultants, and optional indirect costs under an approved federal rate or an eligible 15% de minimis rate. Construction, real estate, building modifications, vehicles, lobbying, fundraising, and direct financial assistance are among the expressly unallowable costs.
Required Attachments
Required attachments include indirect-cost documentation when applicable, established administrative procedures or protocol for a phlebotomy program, relevant job descriptions when personnel costs are requested, and any other materials specifically requested in the application.
Source-Control Caution
The current ICJI LEPP program page contains internal copy-forward inconsistencies that must be treated fail-closed during package production. It says projects should be operational no later than 90 days after November 1, 2026, but then states that failure to be operational within 60 days may cancel the award, with a possible 30-day extension for exigent circumstances. Certain cost-language sections also contain stray SASP and Euna Grants references even though the LEPP application-submission section expressly requires IntelliGrants. The current LEPP RFF and live IntelliGrants application must control wherever those materials resolve the inconsistency; Atlas must not infer the operative requirement.
Atlas Assessment
This is a highly specialized Indiana-administered opportunity. Vincennes University is a particularly strong potential applicant because ICJI currently identifies Vincennes University as a collaborator in Indiana’s law-enforcement phlebotomy training program, and Vincennes University also operates phlebotomy training through its workforce-development programs.
