HRSA has forecast FY 2027 Service Area Competition HRSA-27-009 for Health Center Program service areas with an estimated project start of August 1, 2027. The current federal forecast shows approximately $49.601 million in program funding, 75 expected awards, and a forecast award range of $650,000 to $1,500,231. The estimated NOFO posting date is December 9, 2026 and the estimated application due date is January 8, 2027.
What this competition funds
SAC is the federal competition used to continue or establish comprehensive primary and preventive care in defined medically underserved service areas. Applicants compete for a specific service area, not for the national aggregate funding pool. The final HRSA notice and Service Area Announcement Table will control the exact service areas, patient targets, funding ceilings and incumbent-service expectations for this August-start cohort.
Who should prepare now
The current federal forecast lists state, county, city or township and special district governments, public and Indian housing authorities, federally recognized Tribal governments, other Tribal organizations, and nonprofit organizations with 501(c)(3) status. Existing and prospective Health Center Program applicants should use the forecast period to validate governance readiness, service-area knowledge, continuity-of-care plans, staffing, access metrics, quality infrastructure and operational capacity.
Atlas strategy
Atlas Opportunity Score: 97/100. Preliminary N9+ Direct Vendor Fit: 86/100 conditional. Preliminary QC Healthcare Fit: 62/100 conditional. This is high-value FQHC and Health Center Program pipeline intelligence, but it remains a Forecast. Atlas will not treat the $49.601 million aggregate as a single-applicant ceiling and will not infer service-area eligibility before HRSA publishes the final Service Area Announcement Table. N9+ connected examinations and telehealth can support access and primary-care delivery where the final service-area plan and budget permit them; QC is secondary and should be included only where the final applicant model and allowable costs support clinical coverage. Technology and vendor services must remain subordinate to the comprehensive Health Center Program delivery model.
Required next action
Monitor HRSA-27-009 for the final NOFO expected December 9, 2026. Once posted, confirm the intended service area in the final SAAT, validate the service-area-specific funding and patient targets, review all final submission phases and requirements, and proceed only from the controlling HRSA documents.
