Florida FY2026–2027 Sexual Risk Avoidance Education Grant — RFA26-001

The Florida Department of Health, Bureau of Family Health Services, has opened a competitive, applicant-facing State Sexual Risk Avoidance Education (SRAE) grant funded through the federal Department of Health and Human Services Family and Youth Services Bureau. The program supports approved, evidence-informed education for Florida youth ages 10–19, parents and influential adults, with emphasis on communities experiencing elevated teen birth rates and unmet prevention needs. This is a financial-assistance grant administered through a state RFA, not a conventional supply or equipment procurement.

Individual awards, total pool and match

Individual applicant award range: $150,000–$200,000 per year. There are specified $150,000 and $200,000 funding levels tied to required participant and program deliverables. The $1,500,000 total program funding pool is not an individual award. The number and amount of awards depend on eligible applications and Florida Department of Health decisions. Each applicant may submit only one application. There is no required matching or in-kind contribution. The grant agreement runs from execution through September 30, 2027.

Who may apply

Eligible direct-service entities include schools, healthcare providers, community organizations, qualifying faith-based organizations, 501(c)(3) nonprofits and other eligible for-profit institutions. The applicant must be the direct service provider; subcontracting program services is not allowed. Applicants must establish legal entity status and applicable Florida Department of State registration; selected grantees must complete required MyFloridaMarketPlace registration. Nonprofit applicants must document qualifying exempt status. Faith-based organizations may participate, but funded educational activities must not promote religion or exclude participants by religious affiliation. Applicants should document any overlapping SRAE services in their proposed geographic areas and avoid duplicate reimbursement.

Program requirements and allowable costs

Projects must address protective factors, healthy decision-making and delaying sexual activity, and provide the approved Real Essentials core curriculum in person. The October 19, 2026 official questions-and-answers clarify that some one-time topical presentations may be virtual if participation is verified; the award does not cover clinical services or contraceptive education. Staff must complete required training and program-approved materials, track participant attendance and outcomes, engage youth leadership, participate in community meetings and report monthly. Potentially allowable costs include directly assigned personnel, permitted in-state travel, approved supplies, curricula, software, facilities and required background screening. Prohibited costs include construction or renovations, vehicle purchase/lease, indirect costs, cash client assistance, unrelated professional licenses, entertainment and supplanting other public funding. All expenses must be reasonable, approved and directly tied to program deliverables.
