Opportunity overview
DC Health, through its HIV/AIDS, Hepatitis, STD and Tuberculosis Administration, invites applications for the FY2027 Ryan White Part B Status-Neutral Care Continuum program. This is an applicant-facing competitive subgrant to coordinate HIV prevention, PrEP access, treatment, case management, navigation and retention for District residents. The intended services must address both people living with HIV who are out of care or at risk of disengagement and people who are HIV negative but vulnerable to acquiring HIV.
Funding and deadline
Individual annual awards range from $350,000 to $650,000. The $1,000,000 total funding allocation is the overall pool for two anticipated awards, not an individual applicant award. Applications are due November 10, 2026, at 3:00 p.m. The official RFA does not specify a time-zone abbreviation. No cost sharing or matching funds are required. The initial award period is expected to be April 1, 2027 through March 31, 2028, subject to funding and final grant terms.
Applicant eligibility and restrictions
Eligible applicants are nonprofit health and support-service providers and nonprofit universities capable of delivering the specified services in Washington, DC, solely for District residents. For-profit entities are eligible only if no willing and capable nonprofit provider exists. Applicants must serve both target populations, maintain appropriate program capacity and documentation, and may not supplant existing funding with grant funds.
Application requirements
Applications must be submitted through the DC Health Enterprise Grants Management System (EGMS). The RFA lists October 23, 2026 as the deadline for new applicant EGMS registration, and a strongly recommended, not mandatory, letter of intent was due October 7. Applicants should confirm their existing registration status before proceeding. Required materials include an active SAM registration and UEI, tax and licensing documentation, insurance and cyber liability policy, nonprofit documents where applicable, proposal abstract, program narrative, budget and justification, organizational chart, work plan, risk assessment, scope of services, monitoring and evaluation plan, and applicable Medicaid certification. Grant funds may be used only for approved program implementation costs. The funder monitors payments against the approved budget and work plan.
