Opportunity overview
DC Health, through the HIV/AIDS, Hepatitis, STD and Tuberculosis Administration, is accepting competitive applications under Ryan White Part B: Aging with HIV, funding coordinated medical and support services for District residents aging with HIV. Two distinct target populations are addressed: adults age 50 and older living with HIV, and adults age 20 and older who acquired HIV at birth or in early childhood (lifetime survivors). The funder requires separate applications for the two target populations if an organization proposes to serve both.
Applicant awards and program funding
The RFA lists individual annual awards from $350,000 to $750,000 and an overall first-year funding pool of $1,800,000. The detailed budget section allocates $1,200,000 for up to three older-adult awards and $600,000 for up to one lifetime-survivor award. The cover-page summary anticipates three total awards, while the detailed funding section anticipates four awards. This discrepancy must be confirmed with DC Health; no award count is presented as final. There is no required cost share or match. Continued funding is contingent on grants and successful performance.
Deadline and application
Submit through the DC Health Enterprise Grants Management System (EGMS) by November 17, 2026, at 3:00 p.m.; the RFA does not specify a time-zone abbreviation. New applicants should note the separate October 30, 2026 EGMS registration deadline. An October 16 letter of intent was strongly recommended but not mandatory, and written FAQ questions are due November 3. The expected first award period begins April 1, 2027 and ends March 31, 2028.
Eligibility and program requirements
Eligible applicants include nonprofit health and support-service providers and nonprofit universities with demonstrated capacity to serve the intended District populations. For-profit entities may participate only if no willing and capable nonprofit is available. Eligible service models include age-informed HIV medical and supportive services, navigation, retention, mental and behavioral health coordination, support for long-term survivors and quality improvement. Applicants may supplement but not supplant existing resources. Grant payments must be supported by an approved work plan and budget.
Application packet
The RFA requires active SAM registration, a UEI and EGMS account; license, Certificate of Clean Hands, insurance and cyber-liability documents; nonprofit documentation where applicable; proposal abstract, project narrative, budget and budget justification, organizational chart, scope of services, monitoring and evaluation plan, work plan, risk self-assessment, and applicable Medicaid certification. If serving both populations, the proposal packages must be prepared and uploaded separately.
