Opportunity Overview
The Connecticut State Department of Education (CSDE) has posted School Year 2026-27 allocations for the CT Fresh Ed: Buy Local Program, a school-nutrition funding pathway that helps USDA Child Nutrition Program sponsors purchase locally and regionally sourced unprocessed and minimally processed foods.
The current SY2026-27 allocation list covers sponsors participating in the National School Lunch Program (NSLP) and School Breakfast Program (SBP). Sponsors approved for SY2025-26 are automatically approved for SY2026-27 if they continue to meet program requirements. Sponsors not previously approved must complete the CT Fresh Ed: Buy Local Program application to access their allocated funds.
How the Funding Works
For SY2026-27, CSDE states that each eligible NSLP/SBP sponsor receives a $4,000 base allocation plus a proportional amount based on the sponsor’s share of statewide student enrollment. The posted allocations include, for example, Bridgeport School District at $80,108.90, Waterbury School District at $73,497.31, New Haven School District at $73,283.67, Hartford School District at $67,257.72, and Stamford School District at $62,572.51.
Under Operational Memorandum No. 2-26, participating sponsors may request reimbursement, within available appropriations, for 50% of eligible expenditures on Connecticut-sourced foods and 33% of eligible expenditures on regionally sourced foods. Regional sourcing includes New York, Massachusetts, Rhode Island, Vermont, New Hampshire and Maine.
Eligible Food Purchases
Funding is for locally and regionally sourced unprocessed and minimally processed foods used in eligible Child Nutrition Program meals. CSDE’s definitions include produce and other farm products such as dairy, fish, pork, beef, poultry, eggs, fruits and vegetables, provided the products meet the program’s local or regional sourcing and processing rules.
Who Can Participate
The current SY2026-27 school-year allocation is directed to eligible Connecticut NSLP and SBP sponsors in good standing. The broader statutory Buy Local Program also encompasses the Seamless Summer Option, Summer Food Service Program and Child and Adult Care Food Program, with participation and allocation timing controlled by CSDE guidance.
Application and Timing
Current status: Active allocation and application access. CSDE does not publish a final SY2026-27 application closing date on the current Buy Local landing page. New NSLP/SBP sponsors that have not already signed up must complete the posted application to access their allocation. Sponsors should not delay because access to allocated funds depends on program participation and compliance with CSDE payment-request and data-collection requirements.
Separate SY2025-26 Buy Local allocation funds expire on September 30, 2026; those expiring prior-year funds are distinct from the additional SY2026-27 allocations now posted.
Atlas Assessment
Atlas Opportunity Score: 90/100. This is a highly practical Connecticut school-health and nutrition-access funding lane because allocations are already assigned to eligible sponsors rather than dependent on a traditional competitive grant ranking. The program directly supports healthier school meals, local food procurement and farm-to-school purchasing capacity.
N9+ Direct Vendor Fit: 0/100. QC Healthcare Fit: 0/100. The verified allowable-use structure is food purchasing and related program administration, not clinical technology, telehealth, remote physical examination or physician services. Atlas does not force a healthcare-device pathway into this nutrition-only funding source.
Recommended Next Action
Connecticut school nutrition sponsors should confirm their posted SY2026-27 allocation, verify whether they are already approved, complete the Buy Local application if they are not, establish purchasing relationships with eligible Connecticut and regional suppliers, track invoices and sourcing documentation, and submit payment requests through CSDE’s current process.
