Broad Eligibility

Lead Applicant must be California-based and an eligible Tribe, Tribally-owned nonprofit, 501(c)(3) nonprofit, public/local agency, special district, joint powers authority, public utility, local publicly owned utility, or mutual water company. Project Development generally requires at least two Co-Applicants, collaborative governance and relevant public-agency participation, subject to Tribal flexibility.

The California Strategic Growth Council Transformative Climate Communities (TCC) Round 6 Project Development Grants provide up to $5 million per award for pre-development and basic infrastructure work that advances community climate and resilience goals. Approximately $15 million is available for three awards, with a two-year grant term. Eligible activities include planning work, feasibility studies, permitting, environmental review, pilot projects, implementation preparation and specified basic infrastructure.

Project Development can support preparation of future health-equity/community-care projects, but the Round 6 Guidelines expressly make purchase of equipment ineligible at this stage. N9+/QC should therefore be treated as a future implementation design or carefully supported pilot/service concept rather than an equipment-purchase pathway.
