Siskiyou County Health and Human Services Agency, Behavioral Health Division is accepting proposals under RFP #26-2080 for Day Treatment Intensive (DTI) and/or Day Rehabilitation (DTR) Specialty Mental Health Services for eligible Medi-Cal beneficiaries residing in Siskiyou County.
Deadline: September 15, 2026 at 5:00 PM. The County’s bid page and controlling RFP publish the date and clock time but do not state a time zone, so Atlas does not infer one. Proposals may be mailed, delivered, or emailed to Sarah Collard, Director, County of Siskiyou HHSA, at rfp_rfb_submissions@co.siskiyou.ca.us.
Funding: The RFP does not state a maximum contract value. Compensation will be negotiated with the selected respondent(s) based on the approved scope, available funding, and applicable reimbursement methodologies. Respondents must submit a separate cost proposal covering personnel, operating, administrative, transportation, and other proposed costs.
Eligibility and qualifications: Respondents must be legally authorized to conduct business in California, be in good standing, demonstrate organizational and financial capacity, possess or be able to obtain all required licenses, certifications, registrations and approvals before contract execution, demonstrate similar behavioral-health and proposed-service experience, maintain qualified clinical staffing, and provide at least three professional references for contracts of similar size and scope. The proposal also requires an organizational chart, applicable business license, licenses/certifications, proof of authority to conduct business in California, insurance or evidence of insurability, a W-9, and references. Providers must comply with Medi-Cal Specialty Mental Health Services and DHCS requirements and be able to use Siskiyou County’s designated EHR, SmartCare, if required.
Service geography: Services may be provided within Siskiyou County, at an existing licensed facility outside the County, or through another proposed service-delivery model, provided the respondent addresses access, transportation, coordination, and timely service for Siskiyou County residents.
N9+ Fit Score: 10/100. The County encourages innovative service-delivery models and asks respondents to identify technology needed for implementation, but the procurement is fundamentally for licensed DTI/DTR behavioral-health treatment. The solicitation does not identify remote physical examination, vitals, telehealth equipment, or N9+ as a required or expressly allowable clinical component. N9+ should not be forced into the response.
Direct-vendor review: Dr. Miltie and QC Healthcare should not be advanced as a prime respondent unless the required behavioral-health licensure/certification, DTI/DTR service experience, qualified staffing, financial capacity, SmartCare capability, insurance, and three similar references can all be truthfully established. Current connected records did not establish those qualifications, so Atlas classifies this as No Bid for direct pursuit at this time.
Important controlling-source discrepancy: the RFP’s schedule lists a December 1, 2026 Professional Service Agreement start date, while Section 6.2 states an anticipated contract term of December 1, 2027 through June 30, 2029. Attachment A leaves the term blank. Prospective bidders should obtain written clarification from the County before relying on either start date.
