Atlas Analysis
School-safety relevance is legitimate because independent school districts and public and state-controlled institutions of higher education are expressly eligible when the project is tied to publicly funded law-enforcement or correctional functions. Direct Dr. Miltie application is not viable as a standalone vendor path because the applicant must be an eligible public or authorized entity and the NOFO requires a 50% match; applicant-specific execution belongs with the applicable state lane.
