Broad Eligibility
The current HRSA forecast lists state, county, city or township and special district governments, public and Indian housing authorities, federally recognized Tribal governments, other Tribal organizations, and nonprofit organizations with or without 501(c)(3) status. The final NOFO and Service Area Announcement Table will control which service areas are available and the funding and patient targets for each competition.

Exceptional Health Center Program pipeline intelligence. SAC is the core competition for maintaining or establishing comprehensive primary and preventive care in medically underserved service areas. The very large aggregate funding pool is not a generic national award ceiling: applicants must compete for a specific service area and align the request to the final SAAT. Atlas should prioritize existing or prospective health-center organizations with strong continuity-of-care plans, access metrics, service-area knowledge, governance readiness and operational capacity.
