Atlas Analysis

Official EDD October 6 notice WSIN26-19, current PY 2026–27 SFP index and September 10 EDD forecast reviewed October 29, 2026. Distinct from the EMS Technical Assistance (TA) grant, which closed October 27. Total program pool is $8.5 million, not an individual grant amount; the anticipated number of designated sites is ten. EDD's official public notice does not publish binding per-applicant award limits. The complete SFP and Q&A have not been independently examined, so detailed applicant operator names, budget rules, matching or leverage conditions, prohibited costs, and forms are not yet verified. California Emergency Medical Services (EMS) Program — Program Year 2026–2027

The California Employment Development Department (EDD), coordinating with the Labor and Workforce Development Agency, announced a restricted, applicant-facing EMS Corps grant competition on October 6, 2026. This funding maintains and expands established emergency medical technician (EMT) training pathways for underserved young adults, including young people who have experienced involvement with the justice system. This is a grant for designated EMS Corps program operators, not a general statewide competition open to all EMS agencies.

Funding available

$8,500,000 is the total program funding pool from federal Workforce Innovation and Opportunity Act Governor’s discretionary funding, not a per-applicant award. The EDD public announcement does not establish an individual award ceiling. EDD’s September 10, 2026 forecast anticipates 10 awards, expressly subject to change. Applicants must verify individual funding limits in the controlling solicitation.

Strict eligibility and project scope

Only the program operators specifically identified in the controlling EDD Solicitation for Proposals may apply. Eligible applicants must serve their previously established pilot site and have the administrative capacity for monthly financial, participant, and narrative progress reporting. Organizations outside the predesignated EMS Corps pilot operators are not eligible simply because they provide ambulance services, EMT education, or community healthcare. Projects must support participant training, career pathways, workforce partnerships, and placements consistent with the EMS Corps model.

Application deadline and requirements

November 2, 2026, at 11:59 p.m. Pacific Time. The optional notice-of-intent date of October 16, 2026 has passed. Use the official EDD Workforce Development Solicitations for Proposals page and the PY 26–27 EMS SFP with Forms to confirm the eligible operator list, project budget, attachments, matching or resource requirements, allowed and excluded costs, submission mechanism, and any current Q&A or amendment. The published EDD announcement does not fully specify those conditions.

Distinct program: The EMS Program is separate from the EDD’s EMS Technical Assistance (EMS TA) funding opportunity, which had an October 27, 2026 deadline.
