Opportunity Overview
The Texas Education Agency’s fall 2026 Resource Campus designation cycle is a school-turnaround funding pathway for eligible Texas campuses with a history of unacceptable accountability ratings. Unlike a one-time competitive grant, designation can generate a permanent annual increase in Foundation School Program entitlement for students enrolled at the campus as long as the campus continues to meet Resource Campus requirements.
Current Application Gate
The mandatory prospective-applicant webinar gate has closed. TEA required prospective applicants to attend one Resource Campus webinar on September 1 or September 3, 2026. As of September 5, Atlas therefore treats this opportunity as actionable only for organizations that completed that requirement. Non-attendees should monitor TEA for the next designation cycle rather than attempt a late entry.
Funding Value
TEA states that Resource Campus funding typically provides approximately $900 to $1,000 per student in average daily attendance each year for qualifying campuses. The funding is an annual Foundation School Program entitlement increase that continues while the campus maintains the designation requirements. Additional turnaround revenue may be available through separate complementary programs such as TIA, ADSY and instructional-material funding.
Fall 2026 Timeline
The Letter of Intent was released September 1. TEA plans to release the full designation application on October 1, 2026, with application-support office hours on October 21 and October 28. The final application deadline is December 1, 2026, designations are scheduled to be announced January 30, 2027, and funding is expected to flow in fall 2027.
Who May Qualify
TEA identifies campuses with at least three D, F, or qualifying Not Rated ratings within the prior 10 years as the core eligibility population. Applicants must meet the complete Resource Campus requirements, including a Targeted Improvement Plan, ACE turnaround implementation, Teacher Incentive Allotment criteria, Additional Days School Year for applicable elementary or middle schools, a family engagement plan, a positive behavior plan, high-quality instructional materials, staffing requirements, and annual fidelity-of-implementation reporting.
School Mental Health Requirement
The current Resource Campus criteria include one counselor per 300 students and one appropriately licensed mental health professional. This makes the program relevant to school mental-health capacity planning within a broader turnaround model, but the staffing requirement should not be interpreted as a standalone clinical-services grant.
Atlas Analysis
Atlas Opportunity Score: 94/100. The value remains unusually durable because successful designation can increase annual formula funding rather than providing only a one-time award. The critical status change is the closed webinar gate: only prospective applicants that completed a required September 1 or September 3 session should proceed toward the December 1 application.
N9+ Direct Vendor Fit: 0/100. TEA’s current Resource Campus guidance establishes a comprehensive school-turnaround and recurring formula-funding mechanism, not a clinical-equipment procurement. The mental-health staffing requirement does not by itself authorize N9+ hardware or QC Healthcare services.
Next Action
Webinar-qualified applicants should complete the Letter of Intent process, confirm campus eligibility, prepare evidence for each academic, strategic and staffing requirement, use the October office hours if needed, and submit the full designation application by December 1, 2026. Prospective applicants that did not attend either required webinar should move this opportunity to next-cycle monitoring.
