Iowa Workforce Development’s State Fiscal Year 2027 Career Training Physical Expansion Grant (CTPE) is open for applications. The program is designed to expand physical training capacity in Iowa’s high-demand fields through qualifying new construction, expansion or modification of existing training facilities, and eligible equipment purchases.
Funding and Healthcare Reserve
The total state appropriation is $3,500,000. Individual awards may be made up to $1,000,000, and $1,500,000 is reserved for projects in the healthcare field. There is no state match or cost-sharing requirement under the current NOFO. Awards are reimbursement-only, with no advance payments.
Deadline and Application
Applications are due Monday, October 19, 2026 at 2:00 p.m. CST, using the time zone exactly as published by Iowa Workforce Development. Applications must be submitted electronically through IowaGrants.gov by the applicant’s authorized representative using that person’s own account. IWD states that late submission will not be allowed by the system.

Eligible Applicants
Eligible applicants are Iowa community colleges and unionized or nonunionized private-sector apprenticeship programs that can expand training for workers and future workers primarily through in-person instruction in high-demand fields. Applicants must operate and be located in Iowa, must not have had layoffs within the prior six months, must not be in bankruptcy or pre-bankruptcy, must not be in arrears on taxes or owe money to the State of Iowa, and registered apprenticeship or work-based learning programs must be in good standing with the Iowa Office of Apprenticeship.
Projects must be new and must not be the subject of another state grant-funded opportunity.
Eligible Project Types and Equipment
Qualifying projects may include construction of a new training facility, construction to expand or modify an existing training facility, or procurement of equipment that expands regional training capacity in high-demand fields. Under the NOFO, equipment means specialized hardware, software, or other tangible non-expendable property with a per-unit acquisition cost of at least $5,000, an anticipated useful life of more than one year, and a direct purpose of increasing training capacity.
Equipment-only projects must increase capacity by at least five new training slots. Construction, expansion, or modification projects must increase capacity by at least ten new slots. Additional priority points are available for larger percentage increases in training capacity.
Reimbursement and Procurement Controls
The period of performance is November 1, 2026 through June 30, 2030, subject to any shorter period in an individual award agreement. Eligible costs include approved equipment and qualifying construction, expansion, or modification expenses from an eligible third-party contractor. Ineligible costs include travel and transportation, food, landscaping or fencing, internal employee wages, third-party credentialing, licensing, training or exam costs, and administrative or indirect expenses.
IWD may require a procurement policy for combined invoices or purchases over $10,000 from a single vendor. Reimbursement is tied to milestone completion and supporting proof of purchase and payment. The current schedule provides 75% of total funds after completion of approved construction/expansion/renovation and/or validation of equipment purchase and payment, with the remaining 25% after validation of the expanded enrollment or participation capacity stated in the approved project.

The application includes applicant information, project summary, project description and need, project goals, project timeline and recruitment, organizational capability, and a required Physical Training Infrastructure Grant budget. Required uploads include a completed W-9 and the required budget template; a procurement policy or other attachments may also be requested.
