Who Is Eligible
An LEA must satisfy both statutory conditions: at least 20 percent of children ages five through 17 served by the LEA must be from families below the poverty line, and all schools comprising the LEA must have qualifying rural locale codes 32, 33, 41, 42, or 43, or otherwise meet the State’s rural definition. Allowable Uses
U.S. Department of Education guidance states that RLIS funds may support allowable activities under Title I, Part A; Title II, Part A; Title III; and Title IV, Part A of the ESEA, as well as parental involvement activities. Costs remain subject to federal allowability rules and supplement-not-supplant requirements. Because Title IV-A includes Student Support and Academic Enrichment, rural LEAs may have a conditional pathway for safe-and-healthy-student activities, but the current Indiana RLIS materials do not specifically authorize N9+, telehealth, remote examination, or other Dr. Miltie products or services.
