Open now. Idaho State Police Pass-Through Grants & Research (PGR) released the 2026 STOP Violence Against Women Grant New Project Solicitation on September 10, 2026. The solicitation begins a four-year grant cycle for projects addressing domestic violence, dating violence, sexual assault and stalking, including victim services, coordinated community response, law-enforcement and prosecution initiatives, court-related work, Sexual Assault Response Teams and medical-forensic response.
Funding: Approximately $1,438,840 is available for new 2026 STOP projects. There is no stated minimum or maximum application amount; applicants should request the amount needed to implement the proposed project. PGR reports prior STOP awards averaging approximately $88,000 and ranging from about $33,000 to $140,000. The first award period is January 1 through December 31, 2027, with successful projects eligible to apply for continuation funding in later years of the four-year cycle.

Eligible applicants: Idaho state agencies, units of local government, faith-based organizations, Indian Tribal Governments, tribal victim-services organizations and nonprofit organizations that meet the additional statutory and solicitation requirements. Applicants must have a Unique Entity Identifier (UEI); full SAM.gov registration is not required merely to obtain the UEI.
Match: A 25% match generally applies. Match is not required for tribal organizations or qualifying victim-services providers. To claim the victim-services exemption, the applicant must be an IRS-recognized 501(c)(3) organization whose primary mission is providing services to victims of domestic violence, dating violence, sexual assault or stalking and must provide its 501(c)(3) documentation. Other applicants must document allowable non-federal cash or in-kind match.
Healthcare relevance: The solicitation expressly prioritizes Sexual Assault Nurse Examiner (SANE), Sexual Assault Forensic Examiner (SAFE) and Sexual Assault Response Team work; includes a performance objective to increase timely survivor-centered medical-forensic care; and allows payment for health care providers’ time conducting qualifying forensic examinations. Equipment may also be allowable when it is used for the STOP project and properly prorated when shared with other purposes. Child Advocacy Centers or services primarily for victims younger than age 11 cannot be funded under STOP.
Application package: Submission is through Idaho State Police GMS. Required components include the program narrative, goals/objectives/performance measures, budget and budget-detail worksheet, data plan, financial accounting practices form, PGR risk assessment, non-supplanting letter, confidentiality acknowledgement and certification regarding out-of-scope activities. Depending on the applicant/project, additional items include victim-services consultation certification, 501(c)(3) documentation, legal-assistance certification, MOUs or letters of support, indirect-cost documentation, prosecution certification, culturally specific set-aside documentation and lobbying disclosure.

Any N9+ role would have to arise from a real applicant’s victim-centered medical-forensic workflow, be allowable under STOP, comply with SANE/SAFE protocols and evidence requirements, and avoid displacing required forensic technology. Initial applicant outreach must not introduce N9+.
