The National Institutes of Health (NIH), Office of Logistics and Acquisition Operations, is conducting market research for a future Occupational Medical Services (OMS) acquisition supporting the NIH workforce. Opportunity details
Notice / solicitation number: 75N98026R00163
Issuer: U.S. Department of Health and Human Services, National Institutes of Health, OLAO
Posted: September 8, 2026
Capability statement deadline: September 22, 2026 at 3:00 PM Eastern Time
NAICS: 621498, All Other Outpatient Care Centers
Primary place of performance: Bethesda, Maryland, with anticipated services also in Frederick and Baltimore, Maryland; Research Triangle Park, North Carolina; and Hamilton, Montana.

Anticipated scope
The anticipated requirement covers a comprehensive occupational medical program for the NIH workforce. Services include emergency and urgent work-related medical care; pre-placement and periodic medical evaluations; occupational injury and illness care; work-related immunizations and travel medicine; occupational medical surveillance programs such as animal exposure, respiratory/asbestos, tuberculosis and hearing conservation; Employee Assistance Program counseling; multi-site clinic operations with limited mobile or traveling components; and associated quality control, reporting, records management, privacy and information-security requirements.
Who NIH wants to hear from
NIH is using this notice to assess capable sources and possible socioeconomic set-aside strategies, including Service-Disabled Veteran-Owned Small Businesses, HUBZone small businesses, Women-Owned and Economically Disadvantaged Women-Owned Small Businesses, and other small businesses. Respondents should identify their UEI, active SAM.gov registration, business size under NAICS 621498, socioeconomic status, relevant occupational-health experience, ability to staff all required locations, experience with cost-reimbursement / CPFF contracts, adequacy of the accounting system for that contract type, clinical-staff recruitment and retention capabilities, and small-business subcontracting approach. Capability statements should include up to three relevant contracts with customer, contract number, value, performance period, contract type, scope, and prime or subcontractor status.
Submission method
Capability statements are due by September 22, 2026 at 3:00 PM Eastern Time and should be emailed to Contracting Officer Aytaj Vily at aytaj.vily@nih.gov using the subject line Sources Sought – Occupational Medical Services (OMS). Files should be Microsoft Word or PDF, single-sided, approximately 8–10 pages maximum, with at least 11-point type. Proprietary information should be clearly marked. NIH will not reimburse costs incurred in responding.
Atlas fit analysis
Atlas Opportunity Score: 88/100. This is a strategically meaningful Maryland healthcare-services procurement because an early capability response can influence the future acquisition and set-aside strategy, although there is no current award from the Sources Sought notice.
N9+ Fit Score: 5/100. The Nonagon N9+ remote physical examination platform is not central to the stated requirement. A limited remote-exam or distributed-clinical support role might eventually be relevant, but Atlas will not position N9+ as satisfying the required staffed occupational-health program without explicit solicitation support.
QC Healthcare / Dr. Miltie Fit: 60/100, conditional. Healthcare delivery, telehealth, virtual care and related clinical-platform capabilities are directionally relevant, but Dr. Miltie, LLC is not cleared as a direct respondent from currently available company records. Atlas has not verified the required federal occupational-health past performance, multi-site clinician staffing, cost-reimbursement/CPFF experience, accounting-system adequacy, or the requested relevant contract references. No company-controlled qualification or documentation will be fabricated.
Atlas action
Before any direct capability response, verify active SAM/UEI status, business-size and socioeconomic representations, qualifying occupational-health past performance, all-location staffing capacity, CPFF accounting-system adequacy, and up to three legitimate relevant contracts. Monitor SAM.gov for any amendment and for the resulting solicitation if NIH proceeds. The official SAM.gov notice and its two attachments control over this summary.
