Broad Eligibility

Companies or organizations able to provide Supported Family Time services with safe reliable space, relevant experience serving high-risk families, court-testimony capability, sufficient staff/capacity, required references and compliance. Statewide coverage is preferred, but bidders may identify coverage areas.

Atlas Analysis

Atlas Opportunity Score 64/100. N9+ Fit 0/100 because no remote examination or telehealth technology scope is established. QC Healthcare Fit 5/100 because the work is family-support/social-services delivery rather than physician staffing or clinical care.

Opportunity Overview

The Vermont Supported Family Time RFP, Requisition 03440-SFT-2026, is issued by the Vermont Department for Children and Families, Family Services Division. DCF is seeking one or more contractors to provide Supported Family Time services for children, youth, and non-custodial parents when families are experiencing challenges such as substance use, sexual abuse, or mental health concerns.

Amended Deadline

September 18, 2026 at 4:30 PM EST. Addendum #1 formally extended the original August 26 deadline. Questions were due July 22, 2026.

Contract Term and Funding

The anticipated contract term is July 1, 2027 through June 30, 2032. The State states that the project is funded in whole or in part with federal monies. No fixed total procurement value or contractor maximum is published in the solicitation. Bidders submit an all-inclusive hourly rate for Supported Family Time; the draft contract leaves the maximum amount blank and provides payment only for services actually delivered up to the executed contract maximum.

Who Should Bid

Competitive bidders should demonstrate professional expertise providing access to safe, reliable Supported Family Time space; training and experience with high-risk populations including substance use, trauma, mental health and abuse; relevant experience or certifications related to court testimony; organizational capacity and credentials; strong communication with FSD, caregivers, children and youth; and the ability to provide timely services. Preference is given to bidders able to provide statewide coverage, although bidders may identify specific coverage areas.

Required Services

The contractor must provide safe and predictable parent-child contact, guidance, modeling and assistance to families, participation in shared-parenting meetings when applicable, written visitation notes, and court testimony when requested. The contractor must maintain safety during all family-time contact and may not transport children, youth, parents, family members, or friends to or from Supported Family Time.

Proposal Requirements

Responses must include a cover letter, technical response, at least three references from companies with which the bidder has transacted similar business in the last 12 months, a sample applicable report, completed price schedule, and signed Certificate of Compliance. Bidders must identify intended subcontractors and address State-data handling and security. The resulting contract also includes AHS privacy/security terms and requires Sexual Abuse and Molestation coverage of at least $100,000 per occurrence and $300,000 aggregate.

Submission Method

Electronic bids only. Submit a single email to AHS.DCFContractsandGrantsRFP@vermont.gov with the Project Title and Requisition Number in the subject line. The bid must be one digitally searchable PDF attachment no larger than 40 MB. Multiple emails or multiple attachments are not accepted.

Atlas Fit Analysis

Atlas Opportunity Score: 64/100. This is a current, statewide, five-year child-and-family services procurement with a formally extended deadline and meaningful behavioral-health context.

N9+ Fit: 0/100. The solicitation does not procure remote physical examination technology, telehealth equipment, or clinical examination services. Atlas should not position the Nonagon N9+ as part of the bid.

QC Healthcare Fit: 5/100. Mental-health and substance-use concerns are part of the population served, but the core procurement is supervised/supportive family-contact services rather than physician staffing or clinical care. QC Healthcare is not a natural direct bidder on the verified scope.
