The Delta Regional Authority, working with the U.S. military Innovative Readiness Training program, supports two-week medical missions that bring no-cost medical, dental and optical services to underserved Delta communities while providing military personnel with real-world readiness training.
Current application cycle: Summer 2028 missions. Community applications are due September 30, 2026. The federal IRT program has not published an exact closing time, so applicants should submit well before the date cutoff.
Funding/value: This is technical assistance and in-kind service support rather than a cash grant. Selected communities receive healthcare services at no cost to community members. No cash contribution is required, although host communities must provide significant local planning, facilities and logistical support.
Eligibility: Eligible applicants include federal, regional, state and local governmental entities, state- and federally-recognized tribes, and youth or charitable organizations. For the Delta medical-mission pathway, host cities must be within the Delta Regional Authority service area, have populations of 50,000 or fewer, demonstrate critical healthcare-provider need, and satisfy the applicable economic-need or emergency criterion.
Atlas assessment: N9+ Fit Score 8/100. The opportunity funds a military-delivered service mission, not technology acquisition, so the Nonagon N9+ should not be forced into the proposal. QC Healthcare/direct-vendor fit is also low. The best Atlas role is helping an eligible Mississippi community or nonprofit assemble a strong, complete community application and mission plan.
Application priorities: IRT emphasizes military training value, low scheduling risk, community sustainability, non-competition with the private sector, facilities permissions, and the local resources needed to support participating service members and patients.
Kentucky applicability
Kentucky is also within the Delta Regional Authority service area. The Kentucky Department for Local Government identifies 21 eligible western Kentucky counties: Ballard, Caldwell, Calloway, Carlisle, Christian, Crittenden, Fulton, Graves, Henderson, Hickman, Hopkins, Livingston, Lyon, Marshall, McCracken, McLean, Muhlenberg, Todd, Trigg, Union, and Webster. The current Summer 2028 application deadline remains September 30, 2026.
Kentucky screening note: Fulton County is a preliminary host candidate, not yet a cleared outreach target. Current Census QuickFacts reports a July 1, 2025 population estimate of 6,218 and 2020-2024 per-capita income of $21,434, compared with $44,673 nationally. That supports the program’s population and income screening criteria. Before advancing outreach, the applicant still needs to document a critical need for healthcare providers and confirm the host-site planning, clinic, lodging, kitchen, shower, biohazard-disposal, and other logistics required for an IRT medical mission.
Dr. Miltie fit: This is an in-kind military medical service opportunity rather than a technology-purchase grant. N9+ fit remains low and should not be forced into the program.
