West Virginia PACF Fall Community Action Grants: Up to $20K for Health and Equipment Projects

Parkersburg Area Community Foundation and Regional Affiliates (PACF) Fall 2026 Community Action Grants Program

The Parkersburg Area Community Foundation and Regional Affiliates is currently accepting applications for its Fall Community Action Grants Program. The program supports charitable projects in ten West Virginia counties: Calhoun, Doddridge, Gilmer, Jackson, Mason, Pleasants, Ritchie, Roane, Wirt, and Wood. PACF gives priority to projects serving Calhoun, Doddridge, Gilmer, Ritchie, Roane, Wirt, and Wood counties.

Funding: PACF generally considers requests up to $20,000. Requests above $20,000 may be considered only for highly collaborative projects or projects with regional broad-scale impact, and the applicant must contact the Foundation before submitting a request above that amount.

Deadline: The current fall application deadline is September 15, 2026. PACF’s current grant page does not publish a clock time or time zone for this cycle, so Atlas does not infer one. Late applications are not accepted.

Eligibility and geography: Eligible applicants are private nonprofit organizations tax-exempt under IRC Section 501(c)(3) or public institutions such as public schools and government agencies. The proposed program must be located in PACF’s service area or directly benefit residents there. Individuals are not eligible. An organization may receive no more than one Community Action Grant per 12 months and must have filed the final report for its most recent PACF-funded project and expended all previously awarded funds before becoming eligible for another grant. An organization may submit only one application per grant cycle for projects directly related to its own programs or operations, subject to the Foundation’s stated fiscal/sponsoring-agent exception.

Healthcare-relevant priorities: PACF expressly funds Health and Wellness, Mental Health, Substance Use Disorders, Disability Services, Seniors, Emergency Response and Public Safety, Transportation Access, Youth and Family, and other community needs. Within its funding fields, PACF focuses on Capital and Equipment Projects, Program Development, Capacity Building, and qualifying Operating Support. Capital and Equipment support may include purchase of major equipment.

Match/cost share: The public guidelines do not state a mandatory match percentage. PACF gives priority to projects that have a matching-grant opportunity or seek matching support to leverage additional funding.

Typical exclusions: Community Action Grants generally do not support annual campaigns, endowments, sectarian religious purposes, political purposes or lobbying, retirement of existing obligations/debt/liabilities, or student travel or participation in meetings, seminars, or study-exchange programs.

Submission, registration, and documents: Applications are submitted through PACF’s online grant portal. Applicants must create an account with a username and password and submit the completed application online. Required attachments include a list of officers and board members and a financial report for the most recently completed fiscal year, audited if available. PACF may request additional information such as the applicant’s most recent Form 990 or documentation of tax-exempt status. The application also requires a specific, detailed project budget.

Budget and vendor documentation: PACF requires the project budget to identify each item or service, quantity, cost per item or service, total cost, a note or link showing how the cost was calculated, and a brief description of how the item or service will be used. The public FAQ does not publish a Foundation-specific competitive-bidding requirement or vendor qualification standard for ordinary project purchases; the applicant’s own procurement controls and any Foundation instructions for the particular award remain controlling.

Atlas Opportunity Score: 92/100. N9+ Fit Score: 82/100, conditional. PACF explicitly supports major equipment and Health and Wellness projects, and the service area includes multiple rural West Virginia counties. A qualifying nonprofit or public institution could potentially propose the Nonagon N9+ remote physical examination platform as project-specific equipment within an applicant-designed mobile health, telehealth, chronic-care, screening, school-health, or access initiative. PACF does not specifically preapprove N9+ or telehealth equipment, so allowability and project fit must be confirmed rather than assumed.

QC Healthcare Fit: 35/100, conditional. Dr. Miltie direct-applicant fit: 0/100. Dr. Miltie, LLC is not an eligible nonprofit or public applicant under the published Community Action Grant eligibility rules. Any legitimate Dr. Miltie role would be as a vendor or project partner within an eligible applicant-led project, subject to PACF and applicant procurement requirements.

Potential West Virginia applicant: Coplin Health Systems is a nonprofit federally qualified health center serving communities in West Virginia, including Wirt, Wood, and Jackson counties. Its current mobile-health program provides preventive care, chronic-disease management, health screenings, primary care, women’s health, behavioral health, substance-use services, and telehealth options, including active Parkersburg locations. Atlas Organization Opportunity Score: 98/100. Before outreach or application, Coplin must confirm that it has not received another PACF Community Action Grant within the prior 12 months, has no conflicting application in the current cycle, and has satisfied any prior PACF final-report and expenditure requirements.
