Establishment of an Independent Physician Incubator (RICA 09102026)
The State of Hawaii Department of Health, Rural Infrastructure for Care Access, has an open Request for Interest under the Rural Health Transformation Program to establish and operate a statewide Independent Physician Incubator supporting independent primary and specialty physicians across Hawaii.
Deadline: September 21, 2026 at 12:00 PM Hawaii Standard Time.
Funding: the State RFI budgets up to $5,000,000 for the initial contract term. Payment is cost reimbursement. The initial term is October 30, 2026 through July 31, 2027, with up to four extensions subject to funding and mutual agreement.
Eligible prime: the State seeks a qualified nonprofit organization with demonstrated experience in healthcare delivery, access to specialty care, and independent physician and healthcare practice management.
Scope: statewide strategic planning; independent practice training and support; technology support; insurance and contracting guidance; physician recruitment; neighbor island and specialty referral infrastructure; care management; physician collaboration; and physician office and training infrastructure. State approved subcontractors and vendors may support portions of the work, while the prime contractor remains accountable.
Submission: proposals are submitted electronically by email to the State contact identified in the RFI. Required proposal materials include the State forms, organizational capability and methodology narratives, detailed budget, provider compliance documentation, staffing information, comparable projects and references, and a W-9. Offerors must satisfy Hawaii vendor compliance requirements by award.
Atlas Opportunity Score: 98/100.
Potential applicant: Big Island Docs is a strong conditional candidate. Its official website identifies the organization as a nonprofit physician driven independent practice association incorporated in 1994, with more than 60 physician members spanning primary and specialty care.
Technology and partnership fit: the Nonagon N9+ device and platform is not a primary thesis for this opportunity. QC Healthcare may have a substantial conditional subcontract or technical partnership role in physician practice infrastructure if selected by the applicant and supported by verified qualifications, references, insurance, compliance, and State approval.
Important: Offerors should review the live HANDS record for any addenda before responding. The State procurement timetable scheduled responses to submitted questions for September 13, 2026. Atlas rechecked the opportunity after that scheduled response date but could not independently verify a posted State Q&A or addendum, so offerors should confirm the live HANDS record before relying on the current package.
