Eligibility and Program Scope
The current sample application identifies West Virginia 501(c)(3) organizations, local governments, county school boards, and colleges and universities as eligible applicants. Colleges and universities must demonstrate arts service to the community at large and may apply for no more than 33% of eligible costs. Applicants must have existed for at least one year, be current on prior WVDT/WVCA final reports, be in good standing with the West Virginia Secretary of State, maintain an active SAM.gov UEI and wvOasis vendor number, and not appear on state or federal debarment lists.
Eligible Costs and Application Requirements
Eligible expenses include artist fees, travel costs, materials, and equipment rentals. Ineligible costs include school teaching positions, general operating or administrative costs, hospitality, fundraisers, maintenance or security, instrument purchases, projects outside West Virginia, prize money, regranting, and expenses incurred before the grant period. Applications must be submitted through GOapply and include the cover sheet, narrative, project budget, signed certification page, documentation of all requested expenses including signed artist contracts, and a sketch or design concept for the public-art project.
Scoring
The current sample application uses a 100-point competitive rubric with five 20-point categories: Project Description, Artistic Excellence / Artistic Merit, Impact & Planning, Grant Management / Ability to Complete the Project, and Budget. Bonus consideration applies to qualifying Appalachian Regional Commission at-risk or distressed counties.
