Instrument purchases, school teaching positions, general operating costs, hospitality, fundraisers, maintenance, projects outside West Virginia, prize money, regranting, and pre-grant-period expenses are ineligible. The current sample application uses a 100-point competitive rubric: Folk and Traditional Arts / Artistic Excellence, Artistic Merit, Organizational Impact, and Overall Presentation, each worth 25 points. Bonus consideration applies to qualifying Appalachian Regional Commission at-risk or distressed counties.
