Washington Youth Lead Project Grants
The Washington State Department of Commerce Office of Homeless Youth is accepting Youth Lead Project grant applications under the HUD Youth Homelessness Demonstration Program for the Balance of State Continuum of Care. This funding supports paid leadership and service opportunities for young people with lived experience of homelessness, alongside street outreach, case management and youth-led systems change.
Funding and application deadline
Commerce states that up to $646,065 is available across the program, and individual requests may not exceed $110,000. The overall amount is a program pool, not the maximum award for an individual organization. Applications are due Monday, November 9, 2026, no later than 5:00 p.m. Pacific Standard Time. The official page refers to an estimated January 1 to October 31, 2027 funding period but separately lists January 1 to June 30, 2027 in its summary; applicants should confirm the controlling performance period in the RFA.
Eligible applicants and beneficiaries
Eligible lead organizations are private nonprofits, including qualifying Native American Tribal nonprofits, state or local governments, federally recognized Tribal governments, governmental instrumentalities or public housing agencies. Applicants must be licensed to do business in Washington or commit to becoming licensed within 30 days of apparent award selection, and able to deliver youth outreach and/or case management in one or more of the 34 Washington Balance of State Continuum of Care counties. Clark, King, Pierce, Snohomish and Spokane counties are excluded from this Balance of State service area.
Funded support must serve young people ages 12 through 24 who meet HUD homelessness category 1, 2 or 4 criteria at enrollment. This is supportive-services funding, not a construction, permanent housing development or ongoing rental-assistance award. The state references allowable supportive services under 24 CFR 578.53.
