Opportunity Overview
The Norcliffe Foundation accepts grant requests year-round on a rolling basis from eligible organizations working in its Puget Sound funding region. Healthcare and Research is an express funding area, alongside Education, Social Services and Basic Needs, Environment and Community, and Arts and Culture.
Eligibility and Geography
Applicants must have IRS-recognized 501(c)(3) status or operate through an eligible 501(c)(3) fiscal sponsor. A fiscally sponsored applicant must include a fiscal-sponsor agreement letter in its supporting materials. The funded work must operate in, or primarily benefit, one or more of the Foundation’s eleven Washington counties: Island, Jefferson, King, Kitsap, Mason, Pierce, San Juan, Skagit, Snohomish, Thurston, and Whatcom.
Current guidance requires a one-year wait after an unfunded decision, a two-year wait from final payment after a Standard Application award made after May 31, 2025, and a four-year wait from final payment after a Special Application award.
Funding and Allowable Support
The Foundation does not publish a universal award ceiling. It states that nearly 60% of its grants are $15,000 or less, while grant size depends on the organization, project, and need. Funding types include capital and infrastructure, program or project support, general operating support, and capacity building. Deficit financing and debt reduction are not funded. For large capital projects, the Foundation will consider requests of up to 10% of the campaign’s private-philanthropy goal.
No fixed mandatory applicant match or cost-share percentage is stated. The Foundation says it is most interested in joining a community of funders and is rarely the largest donor to a project, and the current application requires a fundraising plan identifying major received, pending, denied, or planned philanthropic support. Atlas therefore treats diversified funding as an application-strength and documentation requirement, not as an invented fixed match.
Deadline and Submission
This is a genuine rolling, year-round opportunity with no calendar deadline, deadline time, or time zone. Requests are submitted only through the Foundation’s online E-Grant System. Current 2026 application materials require PDF file uploads and a fundraising plan.
The live How to Apply page says applicants intending to request more than $50,000 should contact the Foundation for access to a separate application. The 2026 Standard Application preview states that it is for requests of $100,000 or less, while the 2026 Special Application preview states it is for requests greater than $100,000. Application Controls
The 2026 Standard Application requests the organization’s mission, IRS ruling date, annual operating budget, primary impact area and program focus, primary county served, staffing, project name, request amount and funding type, request narrative, and project or operating financial information. Project, program, or campaign requests must provide the total budget, private-philanthropy fundraising goal, amount raised, and a fundraising plan. General operating requests require annual fundraising information and the same fundraising-plan upload. All uploads must be PDFs. Applicants using a fiscal sponsor must provide the required sponsorship documentation.
