Atlas Analysis

Atlas Opportunity Score 70/100. N9+ Fit Score 0/100. QC Healthcare Fit 0/100. The opportunity is tribal affordable housing capital funding, not clinical technology or healthcare-services funding. Dr. Miltie, LLC is not listed as an eligible direct applicant.

Washington Housing Trust Fund Tribal Set-Aside

The Washington State Department of Commerce Multifamily Housing Unit is accepting applications from eligible tribal entities for capital funding to create or preserve affordable multifamily rental housing in Washington under Tribal Set-Aside NOFA #MHU-2026-09.

Funding

Commerce intends to award approximately $25.7 million made available by the Washington State Legislature. The current public opportunity page does not state an applicant-level or per-project maximum, so applicants should use the controlling NOFA for project-specific award limits and financing requirements.

Deadline

Applications are due Monday, October 12, 2026 at 12:00 p.m. Pacific. Commerce updated the direct opportunity page on September 10, 2026. Older Commerce index/search material may still display September 28, so applicants should use the updated direct opportunity page and controlling NOFA.

Eligible applicants

Eligible applicants are federally recognized Indian tribes with land in Washington, or Tribally Designated Housing Entities (TDHEs) operating under the control of a federally recognized tribe with land in Washington.

Eligible purpose and limitations

Housing Trust Fund dollars may be used for affordable housing serving low-income households earning up to 80% of Area Median Income. The funding is intended to increase affordable housing stock or preserve existing stock through rehabilitation. Non-housing components such as commercial space, nonprofit facilities, and market-rate housing cannot be funded with HTF dollars. Commerce states that projects providing medical or mental-health services are generally identified as facilities and are not eligible for HTF funds.

Application requirements and updates

Applicants should review the controlling Tribal Set-Aside NOFA #MHU-2026-09 and the current Commerce application materials for match or cost-share requirements, required forms, qualifications, certifications, financing terms, references, and submission instructions not fully reproduced on the public opportunity page. Commerce corrected errors in its 2026 Combined Funders Application Forms and published Version 1.1 on August 12, 2026; those corrections apply to MHU-2026-09. The waiver-request deadline was September 8, 2026 at 5:00 p.m. Pacific and has passed.

Contact and anticipated awards

Questions should be sent to HTFApp@commerce.wa.gov with MHU-2026-09 identified in the subject line. Commerce anticipates announcing awards in January 2027.

Atlas assessment

Atlas Opportunity Score: 70/100. This is a substantial Washington-specific tribal housing capital opportunity with a clearly defined eligible-applicant pool and more than three weeks remaining under the updated deadline.

N9+ Fit Score: 0/100. The funded purpose is affordable housing capital, and Commerce expressly excludes non-housing components and generally treats medical and mental-health service projects as ineligible facilities. Atlas should not force the Nonagon N9+ remote physical examination platform or QC Healthcare into this opportunity.

Dr. Miltie direct applicant path: Not eligible based on the published applicant list. Any Dr. Miltie role would have to be a legitimate applicant-selected vendor or partner permitted by the controlling NOFA; no such role is presumed.
