Washington Housing Trust Fund IDD Set-Aside
The Washington State Department of Commerce is accepting applications for capital funding to create or preserve affordable multifamily rental housing for low-income Washington residents with intellectual and developmental disabilities (IDD).
Funding
Commerce states that $21,892,625 is available through this NOFA. A per-project maximum is not stated on the public opportunity page; applicants should use the controlling NOFA and current application materials for project-specific limits and requirements.
Deadline
Applications are due Monday, October 5, 2026 at 12:00 p.m. Pacific. Commerce updated the opportunity on September 10, 2026, extending the project application deadline from September 21 to October 5. Commerce identifies the opportunity as NOFA #MHU-2026-07. Questions should be directed to HTFApp@commerce.wa.gov with the NOFA number in the subject line.
Eligible applicants
Eligible applicants listed by Commerce include local governments, local housing authorities, nonprofit community or neighborhood-based organizations, federally recognized Indian tribes in Washington, and regional or statewide nonprofit housing assistance organizations.
Eligible purpose
Funds are for affordable housing for low-income people with IDD and may support acquisition, new construction, or rehabilitation that increases or preserves affordable housing stock. Commerce notes that non-housing components cannot be funded with Housing Trust Fund dollars. Medical or mental-health service facilities are generally ineligible unless the housing component is separately structured and self-supporting under the applicable rules.
Important application update
Commerce announced on August 12, 2026 that errors in the June version of the 2026 Combined Funders Application Forms were corrected in Version 1.1. Applicants should use the current forms and review the Commerce change materials before submission.
Atlas assessment
Atlas Opportunity Score: 76/100. This is a substantial Washington-specific IDD housing capital opportunity with a clearly defined eligible-applicant pool.
N9+ Fit Score: 0/100. The funded objective is affordable housing capital, and Commerce specifically limits non-housing components and generally excludes medical or mental-health service facilities. Atlas should not force an N9+ or QC Healthcare fit into this opportunity.
Dr. Miltie direct applicant path: Not eligible as a direct applicant based on the public eligibility list. Any Dr. Miltie role would need to be a legitimate applicant-selected vendor or partner permitted by the controlling NOFA, and no such role should be presumed.
