Opportunity Overview
The Virginia Department of Criminal Justice Services (DCJS) is accepting applications for the CY 2027-2029 Virginia Opioid Use Reduction and Jail-Based Substance Use Disorder Treatment and Transition Fund (JSUT) Grant Program, OGMS Funding Opportunity 579019. The program supports substance use disorder treatment and transitional services for people incarcerated in Virginia local and regional jails. Eligible service models include medication-assisted treatment, addiction recovery and other SUD services, reentry and transitional support, or combinations of these services.
Funding and Period
DCJS anticipates approximately $900,000 in special funds for this competitive round. A subgrant request may not exceed $150,000 for the full 36-month award period, January 1, 2027 through December 31, 2029. Awards are cost-reimbursement. No matching funds are required.
Eligibility
The funding opportunity is open to Virginia local and regional jails. Applicants must not be excluded or debarred from doing business with the Commonwealth, must hold required professional and state licenses/certifications for the proposed work, and must be planning, implementing, expanding, or enhancing SUD treatment or transition services for people with SUD in a local or regional jail. Current DCJS grantees may also be subject to current-reporting compliance requirements.
Allowable Scope and Restrictions
The program can support treatment, recovery, reentry and continuity-of-care work. Equipment is not broadly fundable: DCJS states that equipment is unallowable unless it is a necessary and incidental part of an approved project. Capital construction, renovation, remodeling, land acquisition, and vehicle purchase or lease are prohibited. Funds must supplement rather than supplant existing funds.
Application and Deadline Control
Applications must be submitted through the DCJS Online Grants Management System (OGMS). The controlling guidelines state a deadline of October 13, 2026 at 12:00 p.m. (noon) and state that late applications will not be accepted. The current DCJS grant page and the controlling guidelines do not separately state a time zone. Atlas will not infer one. Publication and new applicant outreach remain on hold until the controlling deadline time zone is confirmed from DCJS or OGMS.

Application Components
Applications are scored on Project Narrative (40 points), Goals and Objectives (25), Budget Grid and Itemized Budget Forms (25), and Technical Compliance (10). Required or conditional OGMS attachments include signatory authorization when someone other than the Project Administrator submits, job descriptions for grant-funded personnel, and a Consultant Rate Justification Form when the applicant seeks to exceed the stated consultant-rate threshold. Applicants must complete required OGMS certifications, including General Conditions and Assurances, Lobbying and Debarment, Non-Supplantation, and Authority Certification.
