Opportunity Overview
The Texas Department of Agriculture Small Rural Hospital Improvement Program (SHIP) is a high-value rural-hospital funding pathway now in Funding Watch status for the 2027 cycle. Texas states that SHIP is closed until December 2026, identifies a 2027 SHIP application portal, and says the formal Request for Grant Application instructions are still to be posted.
Who SHIP Serves
Texas describes SHIP as supporting small rural hospitals with 49 beds or fewer. HRSA’s current national SHIP guidance states that qualifying hospitals are non-federal acute-care hospitals with 49 or fewer beds located in a rural area; eligible hospitals may be for-profit or nonprofit, including faith-based facilities. Critical Access Hospitals are among the hospitals served by SHIP. Texas will control final state-cycle eligibility once the 2027 application instructions are posted.
Allowable Investment Direction
Texas expressly identifies hardware, software, training, health information technology, equipment, payment-bundling support, care-transition support, value-based purchasing, and accountable-care/shared-savings readiness as SHIP purposes. HRSA likewise states that hospitals use SHIP funds for operational improvements including hardware, software and training, and reports that telehealth or health-information-technology implementation is an established SHIP use nationally.
Funding and Deadline
2027 Texas hospital award amounts and the application deadline are not yet published. Atlas will not carry forward prior-year amounts or invent a deadline. The controlling Texas page currently says the program is closed until December 2026 and points to the TDA GO portal for the 2027 application, with application instructions still forthcoming.
Atlas Fit Analysis
Atlas Opportunity Score: 96/100. N9+ Fit Score: 82/100 conditional. This is one of the stronger future Texas rural-hospital technology pathways because the funder expressly permits hardware, software, health-information technology, equipment and care-transition/value-based-care investments. A Nonagon N9+ use case is defensible only if an eligible hospital independently identifies the platform as necessary to an allowable telehealth, virtual-care, quality, care-transition or related operational-improvement project and the forthcoming 2027 Texas guidance permits the specific cost. Dr. Miltie is not treated as the direct grantee; the realistic role is vendor or implementation partner to an eligible hospital.
Required Next Action
Texas small rural hospitals and Critical Access Hospitals should pre-position now by confirming rural and bed-count eligibility, identifying an eligible value-based-care, health-IT, telehealth, quality-reporting or care-transition need, documenting current workflow and measurable expected improvement, and preparing vendor quotes or implementation documentation where useful. Recheck the Texas Department of Agriculture SHIP page in December 2026 for the controlling 2027 RFA, award amount, deadline, match requirements, procurement rules and allowable-investment list before committing costs.
