The South Dakota Department of Agriculture and Natural Resources administers the Consolidated Water Facilities Construction Program, which provides grants and loans for eligible water related projects. The program accepts applications quarterly. Applications must be postmarked or received on or before the first day of January, April, July, and October. The next current deadline is October 1, 2026. The official page does not publish an exact clock time or time zone for that deadline.
To qualify, a project must be included on the State Water Facilities Plan before the application deadline and be sponsored by an eligible special purpose water district, South Dakota state agency or general purpose government such as a municipality, county, or township, federally recognized Indian tribe, or nonprofit corporation. Eligible facilities may apply only after completing the preliminary design stage, or the watershed assessment stage for watershed projects.
Applicants must submit an original application to the department using the form appropriate to the project type and size. The program provides separate forms for small water facilities projects with total costs not exceeding $250,000, larger drinking water projects, larger sanitary or storm sewer projects, State Revolving Fund interim financing, and watershed restoration projects. Only complete applications meeting the applicable administrative rules are presented to the board. The board may award a grant, a loan, or a combination and may award less than the amount requested. Local cash and in kind contributions are among the award criteria, but the controlling page does not state a single universal mandatory match percentage for all applicants.
