Open Pennsylvania Healthcare Workforce Funding
The Pennsylvania Department of Labor & Industry is accepting proposals for Apprenticeships on the Move: Advancing Pennsylvania’s Workforce. Approximately $4 million is available statewide, and applicants may request up to $249,999. Proposals are due October 2, 2026 at 4:00 PM ET, with clarification questions due September 8, 2026 at 4:00 PM ET.
Healthcare Is an Explicit Eligible Sector
The controlling Notice of Grant Availability expressly includes Healthcare among the eligible industry sectors, alongside life sciences, education, technology, manufacturing, energy, agriculture and skilled trades. Applicants must identify the sector served and demonstrate the workforce need using employer demand, labor-market data, talent-pipeline gaps or related evidence.
Who Can Apply
Eligible sponsors or intermediaries for new or expanded registered apprenticeship and pre-apprenticeship programs include businesses, community-based organizations, economic-development organizations, industry associations, labor organizations, local education agencies, local workforce development boards, nonprofit organizations, post-secondary institutions, public libraries and STEM ecosystems. If the applicant is not the program sponsor, the application must show significant sponsor involvement.
What the Grant Supports
The program is designed to create new registered apprenticeship or pre-apprenticeship programs, or expand enrollment in existing registered programs. Priority consideration includes projects that budget for on-the-job learning, related technical instruction and supportive services; operate across multiple counties; improve physical or digital accessibility; serve historically underrepresented or underserved participants; or include meaningful labor-union collaboration.
For healthcare applicants, strong concepts may include registered pathways for eligible clinical, technical, allied-health, behavioral-health, long-term-care or other healthcare occupations where the occupation is apprenticeable and the employer demand case is well documented.
Funding and Performance Controls
Funding is reimbursement-based. New programs may not invoice for on-the-job training, related technical instruction or support-service costs until the apprenticeship or pre-apprenticeship program is approved. The anticipated performance period is May 1, 2027 through April 30, 2030. Applicants need a Pennsylvania SAP Vendor Identification Number before award and must accept the Workforce Grant Agreement as written.
Application Strategy
Competitive proposals should clearly quantify the healthcare workforce shortage being addressed, define the occupations and participant population, show committed employer and training partners, identify measurable enrollment and completion outcomes, explain long-term sustainability, and include a realistic requested and leveraged-funds budget. Non-LWDB applicants must notify their regional Local Workforce Development Board and include evidence of that notification with the application. One to three unique letters of support are required.

N9+ should only be considered if a healthcare apprenticeship applicant can document that a specific Dr. Miltie training component is an allowable and necessary part of approved related technical instruction, work-based learning or accessibility support.
