The Oregon Health Authority and Oregon Department of Education are accepting applications for School-Based Health Services Medicaid Billing Pilot Cohort 2, a statewide school-health implementation opportunity for Oregon school districts and education service districts that are in the beginning stages of building an IDEA School Medicaid program.
Support Provided
Selected education agencies receive ORMED Medicaid billing vendor services at no cost through June 30, 2028, together with implementation support, one-to-one check-ins, initial and ongoing training, and onboarding assistance from OHA, ODE, and ORMED. The official Cohort 2 materials do not state a cash award amount or total grant pool.
Deadlines
The Cohort 2 Pilot Application is due October 16, 2026. The official notice and live application do not publish a submission time or time zone, so applicants should submit early.
Education agencies that are not already enrolled as OHA School Medical Providers must submit the required provider enrollment forms by September 18, 2026. OHA expects to notify selected participants by the end of October 2026. The pilot begins in fall 2026 and continues through June 2028.
Who Can Apply
Eligible applicants are Oregon school districts and education service districts that are committed to building and sustaining an IDEA School Medicaid program and are in the beginning stages of startup. The live application requires the district or ESD to confirm that it is not currently participating in School Medicaid and is not already contracting with a billing vendor. ESDs must have an agreement with the school district responsible for providing a free appropriate public education.
Application Requirements
Applicants must complete the Cohort 2 application, obtain district or ESD leadership buy-in, enroll with OHA as a School Medical Provider when required, identify a School Medicaid implementation team, and identify an individual to lead the cost-benefit analysis. The implementation team is expected to include relevant representatives from administration, student services, school health services, business services, technology services, licensed practitioners, and support staff.
The application asks for the applicant’s identity, role and district or ESD; confirmations of the program eligibility and participation conditions; a description of current School-Based Health Services Medicaid startup work and how the pilot can help; and, for ESDs, a description of discussions with regional school districts.
Cost Share and Medicaid Financing
No application match is stated, and the ORMED billing-vendor services are provided at no cost through June 30, 2028. Separately, Oregon School-Based Health Services Medicaid reimbursement operates under federal financial participation cost-sharing rules in which the education agency is responsible for the applicable non-federal share of payable claims. That claim-level financing requirement should not be confused with an application match for Cohort 2.
