Multnomah County’s Preschool & Early Learning Division is accepting qualifications for Preschool for All Providers under RFPQ-37-2027. The RFPQ is the County’s provider qualification process for organizations seeking to participate in Preschool for All.
Deadline
The controlling MultCo Marketplace event is open from September 11, 2026 at 8:00 AM PDT through October 13, 2026 at 4:00 PM PDT. The current MultCo Marketplace event and County provider landing page both confirm the opportunity remains open. Who Can Apply
The County’s current provider page directs centers, centers with one or more family child care sites, nonprofit or community-based organizations, public charter schools, and private schools to the RFPQ process. Providers must meet current Preschool for All eligibility and site requirements, including an active child care license. Applications scoring 70% or higher become qualified, and qualified status lasts five years. Qualification does not guarantee a contract or slot allocation.
Submission Mechanics
Prospective providers must register in MultCo Marketplace, obtain the current sourcing-event materials, review the 2026 PFA Site Requirements, and submit through the County’s procurement system. Multnomah County advises new suppliers to request Marketplace access at least five days before a sourcing event closes.
Funding
The public procurement listing does not state a maximum contract value or guaranteed slot allocation. Contracting depends on qualification, licensing, program requirements, annual slot allocation, geographic distribution, community need, and other current Preschool for All priorities.
