Broad Eligibility

Open to interested vendors able to demonstrate the qualifications, expertise, competence, and capability to operate Cabarrus County's onsite employee health clinic. The RFP emphasizes prior onsite medical health-center experience, clinician staffing and oversight, security/compliance, analytics, occupational health, wellness, and client references.

Atlas Analysis

Verified open Cabarrus County healthcare-services procurement. Atlas Opportunity Score 93/100. N9+ Fit Score 72/100 because virtual visits, physical exams, EKG, chronic care, integrated care, and analytics create a legitimate remote-exam role, but the prime scope is full onsite clinic operation and staffing. Current Dr. Miltie/QC Healthcare records do not establish the comparable onsite employer-clinic operating history and staffing/reference requirements needed to represent QC as a qualified prime; partner/subcontract positioning is more supportable.

Opportunity Overview

Cabarrus County Government, through its Human Resources Department, issued the Employee Health Center Clinic Request for Proposal on September 4, 2026. The County is seeking an experienced vendor to provide onsite medical services for full-time employees, retirees, and eligible dependents enrolled in the County’s health plans. The controlling RFP does not state a separate solicitation number.

Deadline and Submission

Sealed proposals are due September 25, 2026 by 5:00 p.m., controlled by the official clock in the Cabarrus County Board of Commissioners Chambers. The RFP does not separately state a time zone, so Atlas does not infer one. Proposals may be mailed to Johanna Ray, Human Resources, PO Box 707, Concord, NC 28026-0707, or delivered to 65 Church Street S, Suite 221, Concord, NC 28025. Each submission must include one original, five copies, and a USB/electronic copy. Email, fax, oral, and late proposals are not accepted.

Questions and Amendments

Written questions are due September 15, 2026 by 5:00 p.m. to Johanna Ray, Human Resources Health and Wellness Manager, at jrray@cabarruscounty.us. The County states that written answers will be issued as an addendum and prohibits contact with County departments during the proposal process. Vendors wishing to receive amendment notices must provide their name, address, and email to the project manager. As of Atlas verification on September 11, the County’s public posting lists the base RFP and no separate addendum.

Scope of Work

The selected vendor will operate the County’s existing onsite clinic at 845 Church Street North, Suite 101 in Concord. The facility includes three exam rooms and a laboratory. The eligible population is approximately 1,350 full-time employees, 100 retirees, and 400 dependents. Required services include primary and preventive care by a nurse practitioner or physician assistant, acute and chronic care, health screenings, biometric programs, health coaching, lab/pathology services, occupational medicine and workers’ compensation, pre-employment and public-safety physicals, drug and alcohol testing, immunizations, care coordination, analytics, and reporting. The County’s priority-service list expressly includes virtual visits, EKG, integrated physical and behavioral health care, physicals, chronic care, pharmacy, and physical therapy. Onsite prescription services and onsite physical therapy are optional additional service areas.

Contract Value and Term

The RFP does not state a contract value or budget ceiling. Vendors must price the proposed program using Exhibit A, including yearly, monthly, one-time, PMPM, screening, staffing, and other applicable service charges. The initial contract term is January 1, 2027 through December 31, 2029, with three optional one-year renewals, for a maximum potential term of six years. Match or cost share is not applicable because this is a service procurement rather than a grant.

Vendor Qualifications and Required Proposal Content

Proposals must demonstrate the vendor’s qualifications, expertise, competence, and capability to provide the full scope. The County asks for company history and the length of time providing onsite medical health centers; number of onsite and shared-site clinics; compliance with HIPAA, OSHA, CLIA, GINA and COBRA; cybersecurity and PHI safeguards; implementation and transition plans; medical-director oversight; clinician staffing, credentialing and continuity; electronic systems; scheduling; wellness and chronic-condition programs; biometric screening; data integration and reporting; occupational-health services; communications and portal/mobile capabilities; pricing; four client references (three current and one past); conflict disclosures; and a completed, signed execution page. Required insurance includes workers’ compensation, general and automobile liability where applicable, $3 million cyber coverage per occurrence, and $1 million per claim / $3 million aggregate professional liability or medical malpractice coverage, with the APP covered and the County named as an additional insured.

Evaluation

Evaluation weights are 25% financial, 15% integration, 20% primary care/wellness/reporting and analytics, 20% service commitment, and 20% fit with County objectives, operations, and culture. The County anticipates making a recommendation by October 30, 2026.

Atlas Fit Analysis

Atlas Opportunity Score: 93/100. This is a substantial, directly healthcare-focused local procurement with an existing clinic, a roughly 1,850-person eligible population, a three-year base term plus three renewal years, explicit virtual-care requirements, and strong integration and analytics scoring. The principal constraint is that the RFP demands an experienced prime operator with demonstrated onsite employer-clinic history and staffing capacity.

N9+ Fit Score: 72/100. N9+ has a legitimate potential role because the County expressly requests virtual visits, physical examinations, chronic-care support, EKG, integrated care, and data-driven services. However, the procurement is primarily for full operation and staffing of an onsite clinic, not for standalone remote-examination technology. Atlas should not represent Dr. Miltie/QC Healthcare as a qualified prime unless comparable onsite employer-clinic operating history, APP staffing, medical-director coverage, required insurance, cybersecurity, and reference requirements are substantiated. A partner/subcontract role with an experienced clinic operator is more supportable on current records.

Realistic Qualified Organizations

The incumbent model is particularly relevant: Cabarrus County’s current Employee Health Center page states that clinic staff receive licensed-physician oversight through a contract with Atrium Health Employer Solutions. Atrium publicly offers onsite employer health centers, occupational health, virtual care, physicals, diagnostics, wellness, workers’ compensation, and related employer-health services, making it a clearly realistic qualified organization. Other respondents would need to demonstrate comparable onsite employer-clinic operating experience and the full requirements of the RFP.

Next Action

Experienced employer-clinic operators should review the full RFP immediately, submit any written questions by September 15 at 5:00 p.m., register for amendment notices with the project manager, and prepare the sealed original plus five copies and required USB for delivery before September 25 at 5:00 p.m. Dr. Miltie/QC Healthcare should pursue only a substantiated partner or subcontract role unless the prime-operator qualification record can be independently established.
