Broad Eligibility
Only not-for-profit organizations properly incorporated or organized under New York law and Tribal Organizations may apply. Applicants must demonstrate experience in supportive housing or services for people who are homeless, at risk of homelessness, have unstable housing histories, behavioral-health, substance-use, developmental-disability or other disabling conditions, or youth and young adults with significant service needs. Each project must support permanent supportive housing; transitional and emergency housing are not eligible. New York not-for-profit applicants must be registered and prequalified in the Statewide Financial System by the proposal deadline.

Strong applicants will already have a credible housing-development or capital-financing strategy, local Continuum of Care support, measurable health and housing outcomes, integrated voluntary services, and the operational capacity to sustain a Housing First model. ESSHI itself does not provide the project capital, so the service model and capital-financing pathway must be planned together.
