FY2027 Manhattan Borough President Community Award Program (MBPCAP)
The Manhattan Borough President’s Office is accepting competitive applications for FY2027 MBPCAP expense grants supporting Manhattan-based nonprofits and public schools delivering education or criminal-justice/reintegration programs. The funder calls these reimbursement grants, although successful awards are administered through contracts with the New York City Department of Education (DOE) or Department of Correction (DOC). This is an applicant project-support competition, not a general vendor purchasing bid.
Applicant award and deadline
The official program guidance says individual one-time awards typically range from $2,500 to $5,000; this is a typical range, not a binding universal maximum. The funder has extended the application deadline to October 27, 2026, at 5:00 p.m., with no further extensions. The guidance does not separately specify a time-zone label. Applications opened September 17 and decisions are anticipated in late November 2026. Awards reimburse eligible expenses incurred or services delivered by June 30 of the applicable fiscal year; recipients should not assume unrestricted upfront cash.
Eligible applicants and project focus
Eligible lead applicants are Manhattan-based nonprofit organizations and public schools, including incorporated nonprofit PTAs where applicable. Projects must benefit Manhattan and fall under one of the two city-agency missions: (1) educational projects enhancing learning, tutoring, arts, STEM, college and career readiness, enrichment and student well-being (DOE), or (2) criminal justice/reintegration programs serving formerly incarcerated or at-risk youth or adults through mentoring, educational or job-readiness supports and connection to services (DOC). Religious organizations must hold a 501(c)(3) human-service organization designation.
Restrictions and reimbursement requirements
Capital improvements and gift cards are not eligible. Contractor expenses must be less than 50% of the grant amount. All organizations must provide proof of insurance. Funded activities must take place within Manhattan. No universal applicant cash-match percentage is stated in the official public program guidance. The applicant’s requested reimbursement budget, project outputs and organization finances must be documented in the application.
How to apply
Apply using the official Manhattan Borough President program page and linked Grants Portal. Select either the DOE education or DOC criminal-justice contracting agency consistent with the proposed project. Submit organization/mission information, a measurable project narrative and timeline, a project budget (optional supplemental organizational budget), and an explanation of the funding need. Existing portal users’ password-reset requests were required by October 9, 2026; applicants with portal-access problems should contact the borough president’s budget office directly. The deadline is today, October 27, 2026, at 5:00 p.m.
