New York Capital for New or Expansion of Psychiatric Residential Treatment Facilities for Children and Adolescents

New York OMH is making up to $20 million in capital funding available for new or expanded Psychiatric Residential Treatment Facilities serving children, adolescents, and transition-age youth. Proposals are due September 15, 2026 at 2:00 PM ET through the Statewide Financial System.

FundingUp to $20,000,000 total capital funding. New RTF projects may receive actual capital costs up to $10,000,000 each; expansion projects may receive up to $5,000,000 each. If only one new RTF applicant receives a passing score and there are no expansion awards, that project may receive actual capital costs up to the full $20,000,000 available.

Required next actionConfirm the applicant is an eligible New York 501(c)(3) organization and the proposed site is in an eligible OMH region. Complete or verify Statewide Financial System registration and prequalification early enough for state review, notify the applicable Local Governmental Unit of intent to apply, prepare a separate proposal for each distinct project site, complete the capital scope, implementation plan, financial assessment and required attachments, and submit through SFS by September 15, 2026 at 2:00 PM ET.

Broad Eligibility

Eligible applicants must be not-for-profit 501(c)(3) organizations that currently operate an OMH-licensed psychiatric inpatient, residential, or community-based service program for children, adolescents, or transition-age youth ages 18-21 with diagnosed mental health conditions, or operate residential programs for those populations under another New York State authority. Proposed new or expanded RTF capital projects must be located in eligible counties within the Central New York, Hudson River, New York City, or Long Island OMH regions. Existing RTF expansion applicants must also meet current CFR and utilization requirements, including at least 90% of licensed capacity at the proposed expansion site.
