Who May Apply
Applicants must be not-for-profit 501(c)(3) organizations and must be prequalified in the New York Statewide Financial System if not exempt. They must demonstrate at least three years of proven experience and methodological expertise developing evidence-based clinical guidelines and at least three years of experience in website content design and management for clinical content. Each applicant may submit only one application.
Program Scope
The selected organization will manage a sophisticated statewide clinical-guidelines operation. Required work includes systematic literature searches and evidence review, committee and expert-panel management, peer and consumer review, professional medical editing, version control, web publishing and content management, dissemination through digital channels, implementation support, evaluation, utilization analytics, and collaboration with related AIDS Institute clinical-education and quality-of-care programs.
The RFA also calls for research and feasibility work on additional implementation mechanisms, including artificial-intelligence-guided user tools, and requires continued management and enhancement of the mobile-friendly HIV Clinical Guidelines website. Applicants may subcontract components of the scope of work up to 50% of the total contract, subject to AIDS Institute approval and lead-applicant responsibility.
