Opportunity Overview
The New Jersey Department of Children and Families (DCF), Division of Family and Community Partnerships, Office of Family Support Services, has issued the Community Engagement and Facilitation Support Vendor Pool RFQ 2026. DCF intends to establish a three-year List of Qualified Technical Assistance Providers (QTAP) able to support DCF-contracted providers.
Key Dates
A virtual conference is scheduled for September 22, 2026 at 1:30 p.m. Content questions are due September 24, 2026 at 12:00 noon. AOR forms are due October 7, 2026. Final online responses are due October 14, 2026 at 12:00 noon. The RFQ does not expressly state a time zone for these deadlines, so Atlas does not infer one.
Scope
DCF is seeking providers with experience in workshop facilitation, evidence-based program delivery, participant engagement, communication and presentation skills, coaching provider staff, managing group dynamics, adult and experiential learning, development of facilitation tools and job aids, and continuous quality improvement using data, feedback, and reflection.
Potential supported audiences and programs include youth, parents and caregivers, families, school staff, community participants, Family Success Centers, Kinship Navigator providers, School Based Youth Services Programs, NJ4S, and other DCF-approved programs.
Vendor-Pool Structure
Qualification through this RFQ places a respondent on DCF’s QTAP list. Qualification does not itself award funding or a contract, and DCF does not guarantee any minimum volume of technical-assistance work. Individual DCF-contracted providers may use the qualified pool for future support engagements.
Eligibility and Response Controls
The RFQ allows qualifying business entities and institutions of higher education, including for-profit and nonprofit organizations, LLCs, and partnerships, subject to DCF good-standing and compliance requirements. DCF may reject or decline review where relevant CAP/PIP or performance issues remain unresolved. The response includes three PDF components, and the narrative is limited to five double-spaced pages addressing 19 scored questions. Applicants must not fabricate registrations, policies, work samples, community-partner letters, disclosure materials, signatures, or other required evidence.
Atlas Analysis
Atlas Opportunity Score: 90/100. This is a strong New Jersey service-vendor opportunity for organizations with verified facilitation, training, coaching, behavioral-health, school/community engagement, and CQI capability.
N9+ Solution/Partner Fit: 0/100. Dr. Miltie Direct Vendor Fit: 10/100, conditional. QC Healthcare Fit: 35/100, conditional. The RFQ is fundamentally for facilitation and technical-assistance services, not medical-device acquisition. Any Dr. Miltie or QC Healthcare path would require independent evidence of the exact requested training/coaching/QI capabilities and satisfaction of all DCF vendor requirements.
Next Action
Prospective respondents should review the controlling RFQ, verify independent DCF good standing and vendor eligibility, assemble the required AOR and three-PDF response package, map evidence to all 19 scored questions, and submit only after every mandatory registration, disclosure, reference, policy, signature, and supporting-document gate is satisfied.
